Suriyeli Göçmen İşçilerin İnşaat Sektöründe Kayıt Dışı İstihdamı: Sivas Örneği

Abstract

Suriye’de yaşanan karışıklıklardan sonra dünyanın önemli bir kısmını ilgilendiren büyük bir göç olayı yaşanmıştır. Türkiye stratejik konumu ve komşuluk ilişkileri sebebiyle Suriyeli göçmenlere kapılarını açmıştır. Türkiye’deki göçmenlerin genellikle enformel sektörlerde istihdam edildiği görülmektedir. Bu çalışmanın amacı Suriyeli göçmen işçilerin inşaat sektöründe istihdamını ve çalışma koşullarını açıklamaya çalışmaktır. Bu amaç çerçevesinde inşaat sektöründe çalışan göçmen işçiler, göçmen işçileri istihdam eden işverenler ve taşeronlar ile yüz yüze görüşmeler yapılmıştır. Birinci bölümde göç kavramı ve Türkiye’ye yönelik göç hareketlerinden bahsedilmiştir. İkinci bölümde ise Türkiye’de istihdamın yapısı ve inşaat sektörünün genel özelliklerinden bahsedilmiştir. Üçüncü ve son bölümde ise Suriyeli göçmen işçilerin Sivas inşaat sektöründe istihdamı ve çalışma ilişkilerine dair saha araştırması gerçekleştirilmiştir. Çalışma bulgularına göre göçmen işçilerin, vasıfsız eleman ihtiyacından, ucuz işgücü ve sosyal güvenceden yoksun olmalarından dolayı inşaat sektöründe yer buldukları ortaya çıkmıştır.

After the turmoil in Syria, a major migration incident has occurred, which concerns a significant part of the world. Because of strategic location and well neighborhood relations of Turkey, Syria has opened its doors to immigrants. Immigrants who live in Turkey are generally seen as employment in the informal sector.The aim of this study is to explain the employment and working conditions of Syrian migrant workers in the building sector. For this purpose, face-to-face interviews were conducted with migrant workers working in the building sector, employers employing migrant workers and subcontractors. The concept of migration have been mentioned in the first chapter and migration towards Turkey.In t he s econd p art, i t h as b een m entioned i n t he g eneral e mployment structure and properties of the building sector in Turkey.In the third and last chapter, field research was conducted on the employment and working relations of Syrian migrant workers in the building sector in Sivas. According to the study findings, it was found out that migrant workers had a place in the building sector due to the lack of unskilled staff, cheap labor force and social security.
