Ekonomide Devletin Değişen Rolü
Abstract
İnsanların entelektüel bir uğraş olarak devlet kuramıyla ilgilenmeleri, devletin yetki ve görevlerinin ne olması gerektiği konusunda düşünüp çözüm geliştirmeleri eski çağlara kadar uzanmaktadır. Devletler, tarih sahnesine çıktığı andan günümüze kadar belli işlevler üstlenmişlerdir. Tarihsel süreç içerisinde yaşanan sosyo ekonomik gelişmelere bağlı olarak devletin işlevleri de değişim göstermiştir. Merkantilistler, korumacı devleti, fizyokratlar doğal düzeni savunmuştur. Klasik İktisatçılar devletin ekonomiye müdahale etmemesini savunurken, Keynesyenler müdahaleci sosyal refah devletinden yana olmuşlardır. Son yıllarda ise Arz Yanlı İktisat, Monetarizm, Rasyonel Beklentiler, Avusturya İktisat Ekolü ve Anayasal İktisat gibi Neo-liberal yaklaşımlar, devletin ekonomik rolünü azaltmak için yoğun çaba harcamaktadır. Bu çalışmada, Merkantilizmden günümüze, çeşitli iktisadi yaklaşımlar çerçevesinde devletin ekonomideki rolünde ne gibi değişimler yaşandığı incelenmiştir. Since the old ages, people's interest in the concept of state at an intellectual level has led them to think about the duties and responsibilities of the state and to develop solutions for the problems that the states face. As an intellectual occupation showing interest in the subject of state theory, finding solutions by thinking what authorities and duties of the states should have, keeps current since old ages. A number of specific functions have always been attributed to the States since they emerged in historical arena. The functions of states have also changed over time in line with socio-economic developments. While Mercantilists were in favour of protectionist state, Physiocrats supported the natural order. Classical economists addressed the importance of non-interventionist state whereas Keynesians were for the interventionist social welfare state. In recent years, however, neo-liberal economic approaches, -such as Supply Side Economics, Monetarism, Rational Expectations, Austrian School of Economics and Constitutional Economics- spend a lot of time to decrease the role of the state in economic activities. In this article, changes over the role of government in economy have been examined within the framework of various economic approaches that involves all ideas from Mercantilism to today.
