Türkiye’de Sağlıkta Dönüşüm Programının 2003- 2017 Yılları Arasında Türkiye’ye Katkısının İncelenmesi

Abstract

Dünyada yaşanan gelişmeye paralel olarak ülkemizde de 1980’li yıllardan sonra kamu yönetimi anlayışını değiştirebilmek adına çeşitli reform ve politikalar uygulanmaya başlamıştır. Sağlıklı birey sağlıklı toplum anlayışı ile geçmişten günümüze sağlık alanında çeşitli reformlar yapılmıştır. Türkiye’de sağlık politikaları ve hizmetlerinin tarihsel gelişiminin incelendiği bu çalışma üç bölümden oluşmaktadır. Çalışmanın en temel amacı, sağlıkta dönüşüm programlarının Türkiye’de nasıl sonuçlar doğurduğunu ve hedeflerine ulaşma durumunu tespit etmektir. Toplumun her kesimini ilgilendiren ve insanların almak zorunda olduğu sağlık hizmetleri bir kamu hizmetidir. Bu hizmetin en temel bileşeni sağlık sigortasıdır. Bu bilgilerin çalışmada yer alıyor olması çalışmanın önemini gün yüzüne çıkartmaktadır. Araştırmanın ortaya çıkması için konuyla ilgili kitap, dergi yönetmelikler ve internet kaynakları kullanılmış ve kaynak tarama modelinde çalışma tamamlanmıştır. Çalışmanın ilk bölümünü sağlık hizmetlerinin sınıflandırılması ve tanımı oluşturmaktadır. İkinci bölüm de Türkiye’de sağlık politikaları ana başlığı altında dönemsel olarak değişen sağlık politikaları ele alınmış ve dünyadan örnekler verilmiştir. Çalışmanın son bölümünde ise Türkiye’de sağlık alanında dönüşüm politikaları ana başlığının altında, dönüşüm politikalarının unsurları ayrı başlıklar halinde incelenmiştir.

Parallel to the developments in our country in the world in order to change the public administration after the 1980s began to be implemented various reforms and policies. Healthy individuals and healthy communities with an understanding of the past and present has made several reforms in the health field. This study of the historical development of health policies and services in Turkey consists of three parts. The main goal of the study is to determine how the health transformation program results lead to situations that reach their targets and in Turkey. Health care is a public service that concerns every segment of society and people have to take. The main component of this service is health insurance. The fact that this information is included in the study brings out the importance of the study. In order for the study to be carried out, books, journal regulations and internet resources were used on the subject and the study was completed in the resource screening model. The study constitutes the first part of the classification and definition of health services. The second section is periodically changing health policy under the heading of health policies in Turkey from the world discussed and examples are given. In the last part of the work under the main title of the transformation policies in the health sector in Turkey, elements of the transformation policy has been examined as separate headings.
