Teknoloji Geliştirme Bölgelerinin (Teknokent) Vergi Ve Muhasebe Uygulamaları Açısından İncelenmesi
Abstract
Teknoloji Geliştirme Bölgeleri (Teknokentler), ülkemiz için stratejik öneme
sahip ürünler geliştirmekte ve her gün farklı bakış açıları ortaya koymaktadır. Bu
durum teknokentlerin hem vizyonuna katkı sunmakta hem de firmaların ürün
politikalarına daha fazla değer katmasına vesile olmaktadır.
Bu çalışmada, Teknoloji Geliştirme Bölgeleri (Teknokentler) tarihsel süreç ve
genel bilgiler ışığında, 4691 sayılı Kanun ile bölgede Ar-Ge, yazılım ve tasarım
faaliyetlerinde bulunan işletmelere sağlanan vergi istisnaları ve muhasebe
uygulamaları açısından incelenmiştir. Bu bağlamda hangi hususların takip edileceği
tafsilatlı olarak ele alınmıştır. Yapılan incelemeler neticesinde bölge işletmelerine
önemli vergisel ayrıcalıklar tanındığı, ancak bunun yanında bölgede yer alan
işletmelere yönelik istisna ve muhasebe uygulamaları ile ilgili yasal düzenlemelerin
karışık ve yetersiz olduğu, işletmelerin bazı durumlarda gereksiz prosedüre maruz
kaldığı, bölgede seri üretim faaliyetleri için yer tahsisinin yapılamadığı, Ar-Ge
çalışmalarının başarısızlıkla sonuçlanması durumunda ortaya çıkan zararın
işletmenin diğer kazançlarından indirimine imkân verilmediği gibi olumsuz
durumların olduğu sonucuna varılmıştır. Technology Development Zones (Technopark) develop products with
environmental safety importance for our country and reveal different perspectives
every day. This not only contributes to the vision of technoparks but also helps
companies to add more value to their product policies.
In the study, Technology Development Zones are examined in terms of tax
exemptions and accounting applications provided to enterprises engaged in R & D,
software and design activities by Law No. 4691 in the light of historical process and
general information. In this context, the issues to be followed are discussed in detail.
As a result of the investigations, it is concluded that important tax privileges were
granted to the regional enterprises, however, besides these privileges it is also
observed that the legal regulations regarding the exception and accounting practices
for the enterprises in the region were mixed and inadequate, the enterprises were
subjected to unnecessary procedures in some cases, and the allocation of space for
mass production activities in the region could not be made. Also, in case of failure of
R & D studies, it is not allowed to reduce the loss arising from the other gains of the
enterprise.
