Ab’ye Katılım Öncesi Mali Yardım Kapsamında Ülkemizde Kurulan Tarım Ve Kırsal Kalkınmayı Destekleme Kurumu Ve Sivas İl Koordinatörlüğü Örneği

Abstract

Bu çalışmada; Avrupa Birliği’nin (AB) potansiyel aday ülkelere yönelik finansal destekleme programı olan AB Katılım Öncesi Yardım Aracı – Kırsal Kalkınma Programı (IPARD) incelenmiştir. Programı kapsamında Türkiye’de kurulan Tarım ve Kırsal Kalkınmayı Destekleme Kurumu (TKDK) ve Sivas İl Koordinatörlüğü bünyesindeki yatırımlar ve bu yatırımların olası etkileri Kurum içerisinden tedarik edilen istatistiki verilerden faydalanılarak değerlendirilmiştir. Çalışmanın amacı IPARD-I programı sürecinde Sivas İl Koordinatörlüğü tarafından hayata geçirilen projelerin Sivas ili tarımına ve kırsal kalkınmasına etkilerini incelemektir. Tez çalışması üç bölümden oluşmaktadır. Birinci bölümde AB ve Türkiye’deki kırsal kalkınma süreçleri ve politikaları ele alınmıştır. Bu bölümde AB Ortak Tarım Politikası ve politikanın gelişimi ile Türkiye’nin bu politikaya uyum süreci ele alınmıştır. İkinci bölümde AB mali yardımları ve Katılım Öncesi Mali Yardım Programı (IPA) ele alınmıştır. Bu bölümde AB ile Türkiye arasındaki mali yardımlardan bahsedilmiştir. Ayrıca IPA fonu yapısı itibariyle değerlendirilerek Kırsal Kalkınma Bileşeni ve bu bileşen kapsamında Türkiye’de yürütülen çalışmalar ele alınmıştır. Üçüncü bölümde IPARD programının uygulayıcısı olan TKDK’ya ve Sivas ile ilgili bilgilere yer verilmiştir. Ayrıca IPARD-I programının Sivas ilindeki uygulamaları; süt ve et üreten tarımsal işletmelere, süt ve et işleme tesislerine, meyve-sebze işleme tesislerine yönelik destekler, kırsal turizm destekleri, tıbbi ve aromatik bitki destekleri boyutunda incelenmiştir. Bu desteklemeler ilçe, tedbir ve çağrı bazlı olarak değerlendirilmiştir. Son bölümde bir yandan; Türkiye’deki tarımın ve kırsal kesimin sorunlarının IPARD fonları ile çözülmeye çalışılması anlatılırken, diğer yandan da Türkiye’de şimdiye kadar uygulanan programların tarımın ve kırsal kesimin belli başlı sorunlarını çözmede beklenen faydayı sağlayamamaları eleştirel bir bakış açısıyla ele alınmıştır. IPARD-I programının Sivas ili tarımına ve kırsal kesimine katkıları ele alınmış olup, elde edilen müspet neticeler sonucunda benzer desteklerin yaygınlaştırılarak sürdürülmesi gerekliliği vurgulanmıştır.

In this study; The European Union Instrument for Pre-Accession Assistance-Rural Development Program (IPARD), the financial support program of the European Union (EU) for potential candidate countries, has been examined. The investments of Rural Development Support Agency, established in Turkey (TKDK) under the program and Sivas Provincial Coordination Unit, and the possible effects of these investments are evaluated utilizing statistical data provided from the institutions. The purpose of the study is to analyze the effects of the projects implemented by Sivas Provincial Coordination Unit on the agriculture and rural development of Sivas during the IPARD-I program. The thesis consists of three parts. In the first part, rural development processes and policies in the EU and Turkey were discussed. In this section, the EU Common Agricultural Policy and the development the policy and Turkey's compliance process with this policy are discussed. In the second part, the EU financial assistance and the Pre-Accession Financial Assistance Program (IPA) are discussed. In this section, the financial aid between the EU and Turkey are discoursed. Also evaluated as the structure of the IPA funds, Rural Development and studies conducted under this component in Turkey were discussed. In the third chapter, information about TKDK and Sivas which are the implementers of IPARD program are given. Additionally, the IPARD-I program in Sivas province are discussed its applications in the dimensions of as milk and meat producing farms, milk and meat processing plants, support for fruit and vegetable processing plants, rural tourism supports, medicinal and aromatic plant supports. These supports were evaluated on the basis of districts, measures and the calls. In the last section, on the one hand resolutions of agricultural and rural problems by IPARD funds in Turkey described, and on the other hand it is discussed in Turkey's agriculture and rural programs implemented so far in solving the major problems with a critical perspective they can not provide the expected benefits. The contribution of the IPARD-I program to the agriculture and rural areas of Sivas have been discussed and it has been emphasized that similar supports should be continued as a result of the positive results obtained.
