Sosyal Güvenlik Denetiminde Etkinlik: Sorunlar Ve Çözüm Önerileri

Abstract

Bu tez çalıĢmasıyla, sosyal güvenlik denetiminin yapısı incelenmiĢ, denetime iliĢkin yaĢanan sorunlar analiz edilerek bu sorunlara çözüm önerileri getirilmeye çalıĢılmıĢtır. ÇalıĢma dört bölüm üzerine kurulmuĢtur. Birinci bölümde, sosyal güvenlik ve sosyal güvenlik denetiminin kavramsal çerçevesi oluĢturularak konu, tarihsel süreçleriyle analiz edilmiĢtir. Ġkinci bölümde, Türk sosyal güvenlik sisteminin ve Türkiye’de sosyal güvenlik denetiminin tarihsel süreç içerisinde geliĢimi değerlendirilerek sistemin mevcut yapısı ortaya konmuĢtur. Üçüncü bölümde, Türkiye’de sosyal güvenlik mevzuatına aykırı iĢlemlere karĢı uygulanan idari para cezaları ve sosyal güvenlik denetimlerinden elde edilen sonuçlar değerlendirilmiĢtir. ÇalıĢmanın son bölümü olan dördüncü bölümde ise, sosyal güvenlik denetimine etki eden sosyal güvenlik sorunları irdelenerek, denetimde etkinliği artırmaya yönelik çözüm önerileri geliĢtirilmiĢtir.

In this thesis, the structure of the social security inspection has been examined, the problems experienced during the inspection have been analyzed and it has been tried to propose solutions to these problems. The study has been based on four chapters. In the first chapter, the conceptual framework of social security and social security inspection have been established and the subject has been analyzed with its historical processes. In the second chapter, the historical development of Turkish social security system and the social security inspection in Turkey have been evaluated and the current structure of the system has been demonstrated. In the third chapter, the administrative fines applied to the activities against the social security legislation in Turkey and the results obtained from the inspections of social security are evaluated. In the fourth chapter, which is the last part of the study, the social security problems affecting the inspection of social security have been examined and solutions have been proposed to increase the effectiveness of the inspection.
