Kürt Sorununun Çözümünde Sivil Toplum Kuruluşlarının Rolü ve Bakış Açıları: Diyarbakır Örneği

Abstract

BULUT, Erol, Kürt Sorununun Çözümünde Sivil Toplum Kuruluşlarının Rolü ve Bakış Açıları: Diyarbakır Örneği, Doktora Tezi, Sivas, 2014. Bu tezin amacı, Türkiye'de 30 yıldan fazla süregelen Kürt sorunu ve terörün toplumsal nedenlerini ve çözüm önerilerini ortaya koyabilmektir. Bu amaçla Diyarbakır'daki 22 STK'nın 200 yönetim kurulu üyesine anket uygulanmıştır. Anket sonuçlarına göre STK'lar, siyasi temsiliyetin engellenmesini, zorunlu göç ve OHAL uygulamaları nedeniyle bölgedeki baskı ve şiddetin artmasını ve anadilde eğitim başta olmak üzere kültürel hakların engellenmesini Kürt sorunu ve terörün en önemli nedenleri olarak görmektedirler. Araştırma bulguları terör algısı ile Kürtlerin baskı ve ötekileştirilmiş oldukları düşüncesi arasında anlamlı bir ilişkinin olduğunu göstermektedir. Kürtlerin baskı altında olduğunu düşünenlerin büyük çoğunluğu PKK'yı Kürt halkının temsilcisi olarak görme eğilimindedirler. Bu durum sosyal ve kültürel yoksunluğa maruz kalan grupların siyasal şiddeti geçerli yol olarak gördüğü şeklinde yorumlanabilir. Ayrıca, PKK’nın eylemlerinin nedenlerine yönelik 13 soruluk bir ölçek uygulanarak bireylerin PKK’nın ortaya çıkış nedenlerine ilişkin algılarını hangi değişkenlerin etkilediği tespit edilmeye çalışılmıştır. Devletin uyguladığı baskı ve şiddetin PKK’nın ortaya çıkış nedenlerine yönelik algıyı etkilediği görülmüştür. Sorunun çözümü konusunda ise ankete katılan STK üyelerinin büyük bir çoğunluğu anayasada Kürt kimliğinin tanınmasına, anadilde eğitimin serbest hale getirilmesine, köy koruculuğu gibi uygulamaların son bulması gerektiğine inanmaktadırlar. Ankete katılanların yaklaşık yarısı özerklik hakkının verilmesinin ve Abdullah Öcalan'ın affının çözüm için gerekli olduğunu düşünmektedir.

BULUT, Erol, The Role And Perspectives of Non-Govermental Organizations in The Solutions of The Kurdish Issue. The Example of Diyarbakır, Doctoral Thesis, Sivas, 2014. The purpose of this study is to describ the social causes and solutions to Kurdish issue and terrorism in Turkey which has been going on for more than 30 years. For this purpose, 200 surveys were applied to the administrative board members of 22 NGOs in Diyarbakir. According to results, NGOs have a view that suppression of political representation, increased repression and violence in the region due to forced migration, state of emergency and disregard of cultural rights especially education in native language are the main reasons of Kurdish issue and terrorism.Chi-square analysis shows there is a significant relationship between the perception of terror and the idea that Kurds are under repression and marginalized. The majority of people who think that Kurds are oppressed believe that PKK is a representative of Kurds. This finding can be interpreted as that political violence is considered a proper strategy by groups who are exposed to social and cultural deprivation.Furthermore, a scale with 13 variables is used to determine variables which effect the perceptions of people about underlying causes of the emergence of PKK. It is found that state repression and violence have an effect on the perception of underlying causes of the emergence of PKK.In addition, majority of the NGO members who participated the survey believe that the Kurdish identity should be recognized in constitution, education in native language should be allowed and practices like village guard system must be removed as necessary steps for the solution of problem. Nearly half of the responders see autonomy rights and release of Abdullah Ocalan as the necessary steps to be taken for the solution of problem.
