Anayasal İktisat Çerçevesinde Demokrasiyi Yozlaştıran İktisadi Etmenler

Abstract

Demokrasinin en klasik tanımı halkın halk adına halk tarafından yönetilmesidir. Ancak, bu tanımda ifade edilen gerçek demokrasi yüzyıllar boyunca bir ideal olmaktan öteye geçememiştir. İnsan aklının düşünebildiği en iyi siyasal rejim olan demokrasi günümüzde mutlak gücün kötüye kullanılması, homo ekonomikusun toplum aleyhine olabilmesi, rasyonel seçmenlerin ilgisizliği ve bilgisizliği, oy ticareti, politik miyopluk, medyan seçmen teoremi, asıl vekil sorunu, çoğunluk tercihinin irrasyonel olabilmesi, rant kollama ve Keynezyen iktisadın etkisi gibi nedenlerle yozlaşmış ve uygulamada halk için halk adına yönetenlerin despotizmi haline dönüşmüştür. Bu çalışmada, politikanın ekonomik analizi olarak nitelendirilen anayasal iktisat çerçevesinde demokrasiyi yozlaştıran iktisadi etmenler tanıtılmaktadır.

The most classical definition of democracy is government of the people, by the people for the people. But, the real democracy recognizing in this definition could not go beyond to be an ideal throughout the centuries. Democracy the best political regime thinkable by human brain, now corrupted by the reasons like misusing of absolute power, being disadvantage of homo economicus for people, rational voter irrelevance and ignorance, logrolling, political myopia, median voter theory, problem of principal-agent, irrational majority choice possibility, rent seeking and the effects Keynesian economies and, changed into a despotism as governors in honor of people tUt the people. This study presents economic factors which corrupt democracy in frame of constitutional economies qualifying as economic analyzes of polity.
