Sivas ağa sınıfının sosyo-ekonomik durumuna dair bir inceleme (1780- 1831)

Abstract

Oldukça geniş sınırlara sahip olmasına rağmen Osmanlı Devleti merkeziyetçi yönetim anlayışını uygulayan ve bunu büyük oranda başarmış bir devletti. Bu anlamda sınırların en uzak köşelerinde görev yapan Osmanlı yöneticileri merkezin onayı olmadan atanamazken, en küçük köylerde bile kadılar başta olmak üzere devlet görevlileri merkezi gücün varlığını hissettiriyorlardı. Ancak devletin saray (idari), ordu (askerî), hazine (ekonomik) gibi temel organları zamanla klasik dönemdeki işlerliğini ve hükmetme gücünü kaybetmeye başlarken âyan, eşraf gibi merkezî güce rakip unsurlar gelişme fırsatı buldu. Sadece idari değil ekonomik alanda da giderek güç kazanan ve Osmanlı yönetiminin müsadere, azil, tayin, narh gibi önlemlerine rağmen ortaya çıkmaları engellenemeyen âyan sınıfı bu çalışmanın temel konusunu oluşturmaktadır. Ancak bu çalışmada “âyan” ile ifade edilen kesim resmî görevli kimseler değil, kelimenin geniş anlamı ile şehrin ileri gelenlerinden ve âyan sınıfını oluşturan zümrelerden birisi olan “ağa”lardır. Sivas örneğinde incelenecek olan ağa kesiminin idari görevlerinden ziyade ekonomik alandaki rolüne bakılacak, iktisadi hayatın hangi sahalarında, nasıl ve ne oranda güç elde edebildiklerine dair bilgiler değerlendirilecektir. Ayrıca ağaların kişisel ve ailevi bilgileri ile sosyolojik yapıları da irdelenecektir. Bu çalışmada temelde Sivas Şeriyye Sicilleri ana kaynak olarak kullanılmıştır.

Although it has large borders the Ottoman State was a state which used and accomplished the central administrative understanding. Which means that Ottoman officials, who were appointed in the further places of the empire could not be appointed without the approval of the central authority and the kadis made the central power, recognized even in the small villages. But while the states main organs as the palace (administrative), the army (military) and the treasure (economic) were losing their powers which they had in the classical age, the rivals of the central power like ayan and eşraf found chance to develop in the provinces. The ayan class who had gained administrative and economic power against of the central power by saving themselves from the central blockades like confiscation, dismissal, appointment, official price is the main topic of this study. But the class called as “ayan” in this sudy were not the officials but the class called as “ağa” who were some of the classes constituted of ayan. In this study mainly the economic and social structure of ağa class will be investigated and some information about the economic fields in which the ağa class gained power will also be explained. The information about the personal and family structures will be investigated in spite of their administrative positions. At this study Sivas Şeriyye Sicils used as the main archive source.
