Ulema, göç ve Devlet: Kırım Harbi’nden sonra Osmanlı Ülkesine göç eden ulemanın iskânına dair bazı bilgiler
Abstract
Yıllarca yasadığı topraklardan göç ettirilmek, insanoğlunun yasamı süresince karsılasabileceği en talihsiz olaylardan birisidir. Bu çalısmadaki anlamıyla göç; her türlü askerî, ekonomik ve kültürel baskıya maruz kalan insanların basvuracakları en son çarelerden birisidir. Çünkü göçerken hatıralarından baska bir de tasınabilir mal varlıklarını yanlarına alabilme imkânı bulunan insanlar geride bunlardan daha fazlasını bırakırlar. Altı asır gibi uzun bir tarih ve üç kıta gibi genis bir coğrafyaya sahip olan Osmanlı İmparatorluğu da göç hadisesi ile sık sık karsılasmak durumunda kalmıstır. Ancak söz konusu karsılasma hiçbir zaman Kırım Harbi’nden (1853–1856) sonraki kadar sık yasanmamıstır. Harpten sonra Kafkasya ve Balkanlar’dan doğru baslayan göç dalgası, hâlihazırdaki sıkıntılarla boğusmakta olan imparatorluk idarecileri için ayrıca mesai, çaba ve para sarfını gerektiren yeni bir mesele haline alacaktır. İste bu çalısmada, bazı örnek hadiselerden hareketle Kırım Harbi sonrasında Osmanlı ülkesine sığınan muhacirler arasında bulunan ulema sınıfının imparatorluk sınırları içerisinde yerlestirilmelerinde nasıl bir yöntemin izlenildiği ve kendilerine ne tür yardımlarda bulunulduğu açıklanmaya çalısılacaktır. Ayrıca bu süreçte karsılasılan güçlüklere de dikkat çekilecektir. İmam, seyh, müftü gibi ilmiyeye mensup zümrelerden baska daha ziyade müderrislerin inceleneceği bu çalısmada son olarak muhacir ulemanın Osmanlı toplumsal ve kültürel yasamına nasıl bir katkıda bulunmus olduklarına da değinilecektir. It is one of the most unfortunate events for people that being immigrated from their lands during their life. The migration with the name in this study is one of the last remedy for people who are under the military, economic and cultureal pressure. Becasue the people who have a possibilty for taking moveable properties as well as their memories during the emigration left more of theses things. The Ottoman Empire that had a long history which took six centuries and a large geography that include three continents had also met the immigration events rather frequently. But this meeting had never happened before as much often as after the Crimean War (1853- 1856). The immigration wave from Caucasia and Balkans to the Ottoman country after the war become a new problem that need more effort, struggle and money for the administrators of the empire who had been striving for the current problems. So in this study those topics will be tryed to explain that what kind of methods were used during the settlementing for the ulema class who were among the immigrants and took refuge in the Ottoman country during the settlemeningt actions and what kinds of aim were given them. Besides the difficulties which were met in this process will be noticed. In this study especially the muderris’ will be investigated deeply among the ulema class like imam, sheik, mufti will be done. At the same time how those immigrant ulema helped the Ottoman social and cultural life will be mentioned.
