TARİHSEL SÜREÇ İÇERİSİNDE FAİZİN KURAMSAL AÇIDAN GELİŞİMİ

Abstract

Faiz olgusu, geçmişten günümüze toplumsal, ahlaki ve iktisadi yönleriyle içinde bulunduğu dönemin koşulları çerçevesinde tartışmalı konular içerisinde yer almıştır. Faiz olgusu, ilk ve ortaçağ dönemlerinde toplumsal ve ahlaki temelde ele alınırken sonraki dönemlerde iktisadi yaşamda meydana gelen gelişmelerle birlikte iktisadi temelde incelenmiştir. Ortaçağ sonrası Avrupa'da yaşanan ticari, finansal ve teknik gelişmeler sermayeye bakış açısını değiştirmiş ve sermayenin getirisi olan faizin meşru bir gelir kaynağı olduğunu açıklayabilmek için çok sayıda kuramsal yaklaşım geliştirilmiştir. Faizin haklı bir gelir kaynağı olduğu yönünde geliştirilen kuramsal yaklaşımlar sonrası faiz ile ilgili olarak geliştirilen kuramsal yaklaşımlarda ise faiz oranlarını belirleyen faktörlerin neler olabileceği araştırılmıştır. Çalışmada faiz ile ilgili geliştirilen bu kuramsal yaklaşımların tarihsel gelişim süreçleri incelenmiştir. Faiz ile ilgili olarak geliştirilen kuramlar birlikte değerlendirildiğinde hem faizin kaynağını, haklılığını ve dayandığı gerekçeleri açıklamada hem de faiz oranlarının nasıl belirlendiği konusunda net ve kesin bir hükme varılamadığı görülmüştür

The phenomenon of interest took place within the controversial issues within the context of the period in which it has been in daily social, moral and economic aspects. The interest phenomenon has been studied on the social and moral basis in the first and medieval periods, while the developments that took place in the economic life in the following periods have been examined on an economic basis. In the post-medieval Europe, commercial, financial and technical developments have changed the way of looking at capital, and a number of theoretical approaches have been developed in order to explain the fact that the interest of the capital is a legitimate source of income. After the theoretical approaches developed that interest is a rightful source of income, the theoretical approaches developed in relation to interest have investigated what might be the factors that determine interest rates. Historical development processes of these theoretical approaches related to interest in working have been examined. When the theories developed related to interest are evaluated together, it is seen that there is no clear and definite provision about explaining the source of the interest, its justification and justifications and how the interest rates are determined
