dc.description.abstractHükümet sistemleri, devlet organları arasında yer alan yasama ve yürütme erklerinin nasıl oluştuğu, sorumlulukların nasıl dağıldığı ve bu erkler arasındaki esneklik veya sertliğine göre nasıl şekillendiğini ifade etmektedir. Günümüz demokratik hükümet sistemleri arasında en bilinenleri başkanlık sistemi, parlamenter sistem ve yarı başkanlık sistemidir. Türk kamu yönetiminde hükümet sistemleri tartışması uzun bir tarihsel sürece sahiptir. Yerel yönetimlerde kamu yönetiminin bir alt bileşeni olarak bu değişikliklerden etkilenmektedir. Fakat ülkemizde literatürdeki hükümet modellerinin dışında 2018 yılından sonra Cumhurbaşkanlığı Hükümet Sistemine geçilmiş ve bu modele karşıt olarak da Millet İttifakı tarafından Güçlendirilmiş Parlamenter Sistem modeli ileri sürülmüştür. Bu çalışmada, Cumhurbaşkanlığı Hükümet Sistemi ve Güçlendirilmiş Parlamenter Sistem modelinde yer alan anayasal ve yürütmeye ilişkin değişikliklerin yerel yönetimler üzerindeki etkisine değinilmiştir. Çalışmanın yöntemi literatür taramasına dayalıdır. Çalışmanın sonucuna göre, ülkemize özgü hükümet modelleri çerçevesinde yerel yönetimlerin de kamu yönetiminin etkisinde birtakım değişim ve dönüşüm geçirdiği görülmekle beraber yerel yönetimlerin güçlendirilmesi için hükümet sisteminde herhangi bir değişikliğe koşut olmadığı ileri sürülmektedir.
dc.description.abstractGovernment systems express how the legislative and executive powers are formed among the state organs, how the responsibilities are distributed and how they are shaped according to the flexibility or rigidity between these powers. The most well-known among today's democratic government systems are the presidential system, the parliamentary system and the semi-presidential system. The discussion of government systems in Turkish public administration has a long historical process. Local governments are affected by these changes as a sub-component of public administration. However, apart from the government models in the literature in our country, the Presidential Government System was adopted after 2018, and the Parliamentary System Model Strengthened by the Nation Alliance was put forward against this model. In this study, the effects of constitutional and executive changes in the Presidential Government System and the Strengthened Parliamentary System model on local governments are mentioned. The method of the study is based on a literature review. According to the results of the study, although it is seen that local governments have undergone some changes and transformations under the influence of public administration within the framework of government models specific to our country, it is argued that there is no change in the government system in order to strengthen local governments.
