Sağlık Bakanlığı Ve Üniversite Hastanelerinde Sağlık Kurulu Uygulamaları: Sivas Cumhuriyet Üniversitesi Eğitim Araştırma Hastanesi Örneği

Abstract

Hastaneler hizmet üretimini amaçlayan işletmelerdir. Bütün işletmelerde olduğu gibi hastanelerden de yönetmeliklere sadık kalarak hizmeti sunması beklenmektedir. Sağlık kurulu raporu verme koşullarını yerine getiren hastaneler, diğer görevlerinin yanı sıra bu sorumluluğu da üstlenmiş olurlar. Kamu hastanelerinde sağlık kurulu uygulamalarını inceleyen çalışmamızın en temel amacı; verilen raporların cinsiyet, yaş, özürlülük oranı, başvuru sebebi gibi birçok değişkenler açısından incelenerek ayrıntılı olarak tespit edilmesidir. Bu amaç doğrultusunda, çoğunlukta 60 yaş üzeri kadınların rapor almak için başvuru yaptıkları, görülmüştür. Elde edilen sonuçlar doğrultusunda hizmet kalitesinin yükselmesi ve beklentilerin karşılaşması için önlemler alınmasına vesile olan çalışmamız bu açıdan büyük öneme sahiptir. Çalışmayı daha önemli kılmak ve faydalı bir hale getirmek için, elde edilen veriler ayrı tablolar halinde sunulmuştur. Ayrıca literatürde benzer çalışmanın bulunmamasından dolayı oluşacak boşluğu doldurması açısından çalışmamız ayrıca bir öneme sahiptir. Giriş ve sonuç hariç çalışma dört bölümden oluşmaktadır. Çalışmanın birinci bölümünde genel bilgiler başlığı altında, sağlık kavramı, sağlık hizmetleri ve hastaneler gibi genel başlıklar altında kısa ve yüzeysel bilgilere yer verilmiştir. Çalışmanın ikinci bölümünde sağlık kurulları ana başlığının altında yasal dayanağı ve rapor çeşitlerine yer verilmiştir. Çalışmanın üçüncü bölümünde yöntemimiz yer almaktadır. Burada, araştırma türü, evren örneklem veri toplama ve değerlendirme yöntemlerine yer verilmiştir. Elde edilen veriler SPSS paket programı sayesinde yüzdelik testlere, farklı değişkenlere göre çapraz tablolara ve grafiklere ayrılarak gruplar arasındaki ilişkinin anlamlılık düzeyleri incelenmiştir. Bu tablolar çalışmanın son bölümü olan dördüncü bölümde sunulmuştur. Bu tablolardan faydalanılarak elde edilen istatistiksel sonuçlar ve sosyolojik sonuçlar çalışmanın sonuç bölümünde verilmiştir. Kullanılan kaynakların gösterimiyle çalışmaya son verilmiştir. Yapılan tarama çalışmasında insanların hayatlarının herhangi bir anında en çok ihtiyaç duyduğu ve duyabileceği raporlar konusunda bilgiler verip onların en kısa şekilde bu raporlara ulaşabilmesi için yol gösterici olmak,mevcut olan aksaklıkların giderilebilmesi için yetkililere önerilerde bulunmak bürokrasideki engelleri engellileradına en kısa yoldan aşmasını sağlayacak çözüm yolları üretmek için önerilerde bulunuldu yaptığım istatistiki çalışma da tezimdeki bilgilerimi destekler niteliktedir.

Hospitals are the enterprises that aim at service production. It is expected that hospitals will be able to offer services by sticking to regulations as it is in all enterprises. The hospitals fulfilling the conditions of the health board report undertake this responsibility as well as other duties. The most basic objective of our study, which examines health board applications in public hospitals, is; the report should be examined in detail in terms of many variables such as gender, age, disability rate, reason for application. For this purpose, it has been seen that women over the age of 60 mostly applied for reports. Our work, which has been instrumental in raising service quality in the direction of the results obtained and taking precautions to meet expectations, has great importance in this respect. In order to make the study more important and useful, the data obtained are presented in separate tables. In addition, our study has a precaution in terms of filling the gap that will occur due to the lack of similar work in the literature. Except the entrance and the result, the study consists of four parts. In the first part of the work, under the heading General information, short and superficial information is given under general headings such as health concept, health services and hospitals. In the second part of the work, the legal basis and types of reports under the heading of the health committees are mentioned. In the third part of the work we have our method. Here, research type, collection and evaluation methods of universe sampling are included. The obtained data were divided into percentage tests with SPSS package program, cross tabulation and graphs according to different variables and the significance level of the relationship between the groups was examined. These tables are presented in the fourth chapter, the last part of the study. The statistical and sociological results obtained from these tables are given in the conclusion of the study. The use of resources has been discontinued. Providing information about the reports that people need and can hear most at any moment in their life at any moment in the screening study and suggesting to the authorities to eliminate the existing problems by providing guidance for them to reach these reports in the shortest way. Producing remedies for bureaucratic obstacles The statistics that I made in the proposals for the study support my knowledge in the thesis.
