Türkiye’de Sağlık Ve Sosyal Yardımlar: Sivas İlinde Şartlı Sağlık Yardımı Alanların Memnuniyet Durumu

Abstract

Sosyal yardımlar, ihtiyaç sahiplerinin çeşitli kanallar aracılığıyla ihtiyacını giderecek olan devletle ilişkiye geçmesi sonucu sağlanan faydalardır. Bu faydalarla, ihtiyacın tamamının giderilmesinden ziyade ortada olan ve kriz durumu olarak adlandırılabilecek durumun aşılması sağlanmaktadır. Devlet tarafından karşılıksız olarak sağlanan bu faydalar ile ihtiyaç sahipleri geçici bir rahatlama yaşamaktadırlar. Günümüzde devlet eliyle resmî kanallardan yapılan yardımlar, Aile ve Sosyal Politikalar Bakanlığına bağlı Sosyal Yardımlaşma ve Dayanışma Vakfı Başkanlıkları - koordinasyonu illerde Valilik olmak üzere ilçelerde Kaymakamlıklar tarafından Mütevelli heyeti yoluyla - ve Aile ve Sosyal Politikalar İl Müdürlükleri, Kültür ve Turizm Bakanlığına bağlı Vakıflar Genel Müdürlüğü ve yerel anlamda Belediyelerdir. Bu çalışmanın amacı Türkiye’de uygulanan yoksullukla mücadele programlarını ve yoksullukla mücadele amacıyla oluşturulan resmi ve sivil örgütlenmeyi gözden geçirmek, makro bir yaklaşımla sosyal yardımların yoksulluğu azaltmadaki etkisini araştırmak şartlı sağlık yardımının Sivas İli merkez ve Merkeze bağlı köylerde etkisini değerlendirmektir. Aile, Çalışma ve Sosyal Hizmetler Bakanlığı Sosyal Yardımlar Genel müdürlüğü tarafından ihtiyaç sahibi dezavantajlı kişilerde, sağlık hizmetlerinden etkin bir şekilde faydalanabilmek amacı ile oluşturulmaya çalışılan farkındalığa ilişkin veriler ile elde edilen veriler ışığında gerçekleşen doğum oranlarına istinaden Şartlı Sağlık Yardımından faydalanan çocuk sayısının oranına ilişkin ayrıntılı değerlendirmeler yapılmıştır. Bu çalışma 31 sorudan oluşan anket ile Sivas merkez ve merkeze bağlı köylerden örneklem seçilmiş ve 300 kişi ile yüz yüze görüşme ile anket tekniği uygulanmıştır. Anket formlarında büyük ölçüde kapalı uçlu sorular hazırlanmıştır. Anket sonuçları sosyal bilimler alanında yaygın olarak kullanılan ve adının “Statistical Package For Social Sciences” (Sosyal Bilimler İçin İstatistik Paketi) ilk harflerinden alan SPSS versiyon 22 istatistiksel analiz programı kullanılarak analiz edilmiştir. Ankette kullanılan değişkenler ise frekans yöntemi kullanılarak test edilmiştir. Bu çalışmada Sivas ilinde Şartlı sağlık yardımı alan 0-6 yaş grubu çocukların sayısı, Türkiye geneli ve Sivas ilindeki doğum oranları, tablolar halinde gösterilmiş olup, ailelerin ekonomik/sosyal durumları, coğrafi özellikleri, nüfus yapıları gözler önüne serilerek gelecekteki çalışmalara ışık tutacağı gibi birçok bakanlığın verilerini yeniden yapılandırmasına da yardımcı olacaktır. 2011 yılı ile 2016 yılları arasında (2016 dahil) Sivas ili merkez ve merkeze bağlı köylerde ikamet eden ve Şartlı Sağlık Yardımından faydalanan kişiler ve bu kişilere yönelik sayısal verilere yer verilmiştir.

Social benefits are benefits provided as a result of contact with the state, which addresses the needs of the needers through various channels. With these benefits, it is ensured that the situation which is in the middle rather than the whole need is overcome and which can be called crisis situation. With these benefits provided by the state free of charge, the needy people are experiencing temporary relief. Today, through official channels, made by the help of the state, family and Social Policy Ministry of social assistance and Solidarity Foundation president, in coordination with the governor's office in the county through the board of trustees by the district governor and the provincial directorates of family and social policies, General Directorate of foundations affiliated to the Ministry of culture and tourism and local Municipalities. The aim of this study is to review the anti-poverty programs implemented in Turkey and the official and non-governmental organization created to combat poverty, to investigate the impact of social benefits on poverty reduction with a macro approach and to evaluate the impact of conditional health assistance on the villages of Sivas province and Central and central. Detailed evaluations were carried out by the Ministry of family, labour and Social Services General Directorate of social assistance regarding the number of children benefiting from the conditional health assistance in the light of the data on awareness which is tried to be created by the Ministry of family, labour and Social Services in order to make effective use of the health services. This study consisted of 31 questions and samples were selected from Sivas central and central villages and 300 interviews with face to face and questionnaire technique was applied. Questionnaires have been largely closed-ended questions. The results of the questionnaires were analysed using the SPSS version 22 Statistical Analysis Program, commonly used in the field of Social Sciences and whose name is “Statistical Package for Social Sciences”. The variables used in the survey were tested using the frequency method. In this study, in Sivas province Conditional health care field 0-6 age group, the number of children across Turkey and Sivas birth rates in the province, are shown in the tables of families in economic / social status, geographical features, revealing population structure by laying several ministries such as shed light on future work will also help to reconfigure its data.
