Neo-Liberalizmin Kamu Yönetimine Yansıması Olarak Girişimci Yönetim: Türkiye Örneğinde Bir İnceleme

Abstract

Devlet anlayışındaki ve devlete biçilen rollerdeki değişimler, kamu yönetimi yapı ve işleyişinde birtakım farklılaşmalara neden olmaktadır. 1980’lerde devlet anlayışında yaşanan değişim ve neoliberalizm düşüncesinin hakim olmaya başlaması, geleneksel kamu yönetimi anlayışının gerileme sürecine girmesine, buna karşın, teori ve uygulama bazında yeni bir yönetim anlayışının ortaya çıkmasına neden olmuştur. Girişimci yönetim veya yeni kamu işletmeciliği olarak isimlendirilen bu yeni yönetim anlayışı, kamu yönetiminde önemli bir paradigma değişimine neden olmuştur. Piyasa mekanizmasının hakim kılınmasını amaçlayan bu anlayış, rekabete, özelleştirmeye, serbestleşmeye ve yerelleşmeye vurgu yaparken, hesap verebilir, stratejik, müşteri odaklı, performans odaklı yönetim ve insan kaynakları yönetimi gibi özel sektörde kullanılan uygulamaların kamu yönetimine aktarılmasını hedeflemektedir. Bu çalışmada, 20. yüzyılda devlet anlayışının değişimi, 1980’li yıllardan itibaren etkili olan yeni sağ düşüncesi, bu düşüncenin ekonomik yüzü olan ve kamu yönetimi açısından dönüştürücü bir etki gösteren neoliberalizm ideolojisi, bu ideolojinin yönetim alanına yansıması olarak girişimci kamu yönetimi incelenmiştir. Çalışmada esasen; neoliberalizm ile girişimci yönetim arasındaki ilişki ve bağlar incelenerek, bu yönetim teorisindeki neoliberalizme dair izlerin saptanması amaçlanmıştır. Ayrıca, Türk kamu yönetimi sisteminin yeni yönetim anlayışından ne denli etkilendiği, uygulamalar ve yasal mevzuat çerçevesinde ortaya konmaya çalışılmıştır.

Changes in the understanding of the state and in the roles governed by the state cause a number of differentiations in the structure and functioning of the public administration. The change of the state understanding in the 1980's and the rise of the neo-liberal thought led to the traditional governmental approach to get into a devolutional state, but to a new understanding of management based on theory and practice. This new management approach, known ad entrepreneurial administration or new public management, has led to a significant paradigm shift in public administration. This approach, which aims to make the market mechanism dominant, aims to transfer private sector applications such as accountable, strategic, customer focused, performance oriented management and human resources management to public administration while emphasizing recruitment, privatization, liberalization and localization. In this study, the ideology of neoliberalism, which is the change of state in the 20th century, the new right thinking which has been effective since the 1980s, the economic face of this thinking and which has a transformative effect in terms of public administration, has examined entrepreneurial public administration as a reflection on the management field of this ideology. In the essay, it is aimed to determine the traces of neoliberalism in this management theory by examining the relations and connections between neoliberalism and entrepreneurial management. Furthermore, the effectiveness of the Turkish public administration system from the new management approach has been tried to be revealed within the framework of applications and legislation.
