Türkiye'de Başkanlık Sistemi Tartışmalarının Sosyolojik İncelemesi

Abstract

Türkiye Cumhuriyeti kuruluşundan beri demokratik hükümet sistemlerinden biri olan parlamenter hükümet sistemiyle yönetilmiştir. Tek partili ve çok partili dönemlerde siyaset kurumu normal seyrinde gelişme gösterememiştir. Birçok sebepten dolayı kesintiye uğrayan siyasi sistemin yerine yeni bir sistemin gerekliliği son dönemlerin en çok tartışılan konusu olmuştur. Parlamenter sistem yerine başkanlık ya da yarı başkanlık sistemine geçilmesi talep edilmiştir. Çalışmamızda Türkiye’deki sistem değişikliğinin gerekli olup olmadığı tartışmaları, başkanlık sisteminin genel özellikleri ve önemi, Türk siyasi tarihinde başkanlık sistemine dair söylemlerin tarihsel gelişimi gibi konuların sosyolojik incelemeye tabi tutulması amaçlanmıştır. Tezimiz, betimleyici bir çalışmaya dayanmaktadır. Öncelikle konuya ilişkin kavramsal çerçeve ortaya konmuş, sonrasında da Türk siyasi tarihinin gelişimi özellikle sisteme dair anayasa yapım süreçlerine ve anayasal değişikliklere yer verilmiştir. Çalışmanın odak noktasını ise başkanlık sistemine dair güncel tartışmaların analizi oluşturmuştur.

It is governed by a parliamentary government system, which is one of the democratic government systems after the establishment of the Republic of Turkey. In single-party and multi-party periods, the political establishment did not show improvement during its normal course. The necessity of a new system instead of the political system which has been interrupted by many reasons has been the most discussed topic of recent periods. It has been requested to replace the parliamentary system with a presidential or semi-presidential system. It is aimed to discuss issues such as whether the system change in Turkey is necessary in our work, the general features and the importance of the presidential system and the historical development of the discourses on presidential system in Turkish political history. Our thesis is based on a descriptive study. Firstly, the conceptual framework of the subject was put forward, and then the development of the Turkish political history, especially the constitution making processes and the constitutional changes concerning the system were given. The focus of the study was the analysis of current debates on the presidential system.
