CHP Teftiş Raporlarına Göre Sivas 1923-1950

Abstract

1923-1950 yılları arasında CHP Teftiş Raporlarına Göre Sivas ilinin incelendiği bu çalışma üç ana bölümden oluşmaktadır. Birinci bölümde ortaya çıkan dağınık örgütlenmelerin müdafa-i hukuk cemiyetlerinin Sivas Kongresi ile nasıl birleştirilip bütünleştirildiği, Mustafa Kemal Paşa’nın rolü, son Osmanlı Meclisi Mebusan’ın toplanması, İstanbul’un işgali, TBMM’nin açılması, meclisteki siyasi görüş ayrılıklarından kaynaklanan gruplaşmalar ve Milli Mücadele’nin askeri safhasının sona ermesinden sonra CHP’nin kuruluşuna giden süreç incelenmiştir. Milli Mücadele sırasındaki çeşitli görüş ayrılıklarının, ortaya çıkan Birinci ve İkinci gruplardan birincisinin CHP’nin temelini oluşturduğu görülmüştür. Milli Mücadele’nin örgütlenmesi sırasında toplanan Sivas Kongresinin CHP’nin ilk kongresi olduğu CHP’nin kendisi tarafından ortaya konulmuş ve CHP’nin kuruluşunun alt yapısı incelenmiştir. İkinci bölüm CHP’nin Genel Örgütlenmesi başlığı altında incelenmiştir. İncelenen başlık altında nizamnamelerdeki değişikliklerden bahsedilmesi yanında demokrasi gereği çok partili hayata geçiş denemelerinin CHP’yi nasıl etkilediği belirtilmiştir. Ardından CHP’nin nizamnamelerine göre hiyerarşik bir sıra izlenerek merkez ve taşra örgütlerinin yapılarının her dönemde nasıl şekillendiği yansıtılmak istenmiştir. Yine ayrı başlıklar alında incelenen mutemetlik ve parti müfettişliği hakkında geniş bilgiler verilmiştir. Bundan başka CHP’nin yan kuruluşlarıyla olan ilgisinden bahsedilmiştir. Üçüncü bölüm ise CHP’nin Sivas’ta Örgütlenmesi ve Teftiş Raporlarına Göre Sivas (1923-1950) başlığı altında incelenmiştir. İlk olarak Atatürk ve İnönü dönemlerinde CHP’nin Sivas ilindeki örgütlenmesine dair bilgiler verilmiştir. Daha sonra teftiş raporları temele alınarak Sivas ili ve ilçelerinin parti yönetim kurulu çalışmaları, halkevleri ve halkodaları ve parti dışındaki çeşitli teşekküller incelenerek yansıtılmıştır. CHP’nin örgütlenme yapısı hakkında önemli bilgiler veren çalışmada Sivas ilinin siyasi, sosyal, idari ve kültürel yapısı vesaire birçok unsur yansıtılmaya çalışılmıştır.

According to the CHP inspection reports between the years of 1923-1950, this study consists of three main sections. The first part, of the scattered organizations emerged in the defense of the law associations converged with the Sivas congress how, role of Mustafa Kemal Pasha, the last Ottoman Parliament gathering, the occupation of İstanbul, the opening of the parliament, the political struggle in the parliamentary differences arising from the groupings and the national struggle resulting from the differences the process leading to the establishment of the CHP was examined. It was seen that the differencess of opinion during the national struggle and the first of the first and second groups farmed the basis of CHP. During the organization of the national struggle, the Sivas congress examined the infrastructure of the foundation of the CHP. The second chapter is examined under the little of CHP’s general organization in addition to mentioning the regulations under the title examined, it is started how the transition to multiparty life due to democracy affects CHP. Then, according to the regulations of the CHP, on hierarchical order was followed to reflect how the structures of central and provincial organizations were shaped in each period. In addition exlensive information given about the trusteeship and party inspectorate examined under seperate headings. Furthermore, it is mentioned about the interest of CHP with its subsidiaries. The third section is examined under to the title of Sivas 1923-1950 according to the reports of the organization of the CHP in Sivas and the inspection reports. Firstly information was given about the organization of CHP in Sivas during Atatürk and İnönü periods. Then, bused on the inseption reports, the activities of the party board of the Sivas province and its districts, public houses and public chambers and various organizations other than the party were examined and reflected. In the study which gives important information about the CHP’s organizational structure, the political, social, administrative and cultural structure of Sivas province and many other factors have been tried to be reflected.
