Türkiye Enerji Sektörünün Stratejik Konumu Ve Yapay Sinir Ağı Modelleriyle Enerji Tüketiminin Tahmini
Abstract
Küresel ölçekte enerji kaynağının arz ve talebi ülkeler için güncel bir sorun
teşkil etmektedir. Bu sorunun nedeni gelişmiş ve gelişmekte olan ülkeler için
ekonomik sürdürülebilirliğin enerji arz güvenliği ile paralel bir seyir izlemesindendir.
Enerji telebi ise enerji arz güvenliğinin başlangıcı olarak karşımıza çıkmaktadır. Bu
nedenle enerji tüketiminin tahmini ve dolayısıyla yönetimi mikro ve makro düzeyde
büyük bir öneme sahiptir.
Gelişmişlik seviyesini tamamlamamış bir ülke olan Türkiye’nin geçmiş
verileri de dikkate alındığında enerji tüketimi gittikçe artmaktadır. Fakat enerji
üretiminde kaynaklarının sınırlı olması nedeniyle tükettiğini karşılayamayan ve çok
büyük bir oranda dışa bağımlı olan bir ülkedir. Bu dezavantajının yanı sıra,
Türkiye’nin enerji tedarikçileri ile enerji tüketicileri arasında bulunması ülkeye jeostratejik
bir konum kazandırmaktadır. Ayrıca son zamanlarda yapılan çalışmalarla
ortaya çıkan Akdeniz Havzası’nın enerji zenginliği de dikkate alındığında
Türkiye’nin tahmin edilen rezerv miktarı ile enerji problemi çözümlenebilecek ve
Türkiye enerji pazarında söz sahibi olabilecektir.
Bu bağlamda bu tezin amacı, küresel olarak enerji sektörünün seyrini ele
almak, enerji tedarikçileri ile enerji alıcılarının buluştuğu pazarı gözlemleyebilmek,
Türkiye’nin cari açığının en önemli kalemlerinden olan doğalgaz ve elektrik
enerjisinin tüketim talebini tahmin etmek, tahmin değerleri üzerinden Türkiye’nin
enerji görünümünü ele almak ve tahminlemede kullanılan yapay sinir ağları olan feed
forward ve bi-lstm mimarileri ve optimizasyon yöntemlerini karşılaştırarak en doğru
sonuca ulaşmaya çalışmaktır. Ayrıca literatürde sıklıkla kullanılan tek yönlü ileri
beslemeli feed forward mimarisi ile bidirectional-long short term memory (bi-lstm)
mimarisine ait öğrenme algoritmalarının hangisinin en iyi performans göstereceği
belirlenmeye ve veri seti uzunluğunun model tercih etmede etkin olup olmadığı
gözlemlenmeye çalışılmıştır.
Çalışmada karşılaşılan en büyük problem veri toplama sürecinde yaşanmıştır.
Kurumların veri işleme departmanları ile direk iletişime geçilmiş ve eş zamanlı
olarak benzer kurumların yayınladığı raporlardan faydalanılarak veriler elde
edilmeye çalışılmıştır. Bu kurumlara ek olarak TÜİK verileri kontrol edilmiş ve

kurumlararası veri uyuşmazlıkları tespit edilmiştir. Bu nedenle doğalgaz kaleminde
veriler, Enerji Piyasası Denetleme Kurumu (EPDK) Doğalgaz departmanından;
elektrik kaleminde ise veriler, Türkiye Elektrik İletim A.Ş’den (TEİAŞ) elde
edilmiştir. Doğalgaz mimarisinde eğitim için kullanılan veri aralığı 2012 Ocak / 2018
Aralık olmak üzere 84 aydır. Elektrik tüketimi verileri ise 2005 Ocak / 2018 Kasım
olmak üzere 167 aydır. Oluşturulan tahmin modelleri ile karşılaştırılmak üzere
mimarilere eklenmeyen gerçek veriler ise doğalgaz da 2019 Ocak/Nisan olmak üzere
4 aylık, elektrikte ise 2018 Aralık- 2019 Ocak/Nisan olmak üzere 5 aylık verilerdir.
Doğalgaz tüketimine ait veriler kurumlardan elde edilmeye çalışırken
geçmiş dönem verilerin tam tutulmadığı saptanmış, 2009’dan itibaren EPDK’nın
verileri toplaması nedeniyle kurumlar arası veri transferinin gerçekleşmediği bilgisi
alınmış ve en çok geri giden veri setinin ithalat verileri olması nedeniyle tüketim
değerleri olarak ithalat değerleri çalışmaya dahil edilmiştir. Özellikle doğalgazda
dışa çok yüksek oranda bağımlı olan Türkiye’nin doğalgaz üretiminin çok düşük
kalmasından ve oranda çok etkili olmamasından dolayı ithalat verileri iç tüketim
verisi olarak ele alınmıştır.
Yapay sinir ağları (YSA) mimarisinde kullanılan birçok algoritma olmasına
rağmen çalışmada ele alınan algoritmalar feed forward için lavenberg-marquardt
(LM), bayesian regularization (BR), scaled conjugate gradient (SCG) ve conjugate
gradient backpropagation with Fletcher-Reeves restarts (CGF) iken LSTM mimarisi
için adaptive momentum estimation (ADAM), root mean square error probability
(RMSprop) ve stochastic gradient descent with momentumdur (SGDM). Mimarileri
elde etmek için MATLAb 2019a programı kullanılmıştır. Aynı zamanda feed
forward ve bi-lstm mimarilerinin birlikte yer aldığı yeni bir kod yazılarak YSA
eğitimleri gerçekleştirilmiştir.
Eğitimlerde en yüksek performansı elde edebilmek amacıyla her bir algoritma
için farklı katman, farklı ünite, farklı nöron sayıları denenmiştir. Ayrıca %75 ve %80
eğitim oran, normalizasyon ve standardizasyon yöntemleri her bir süreç için
kullanılmıştır. Doğalgaz tüketim tahmininde gerçekleştirilen toplam eğitim sayısı
1856, elektrik tüketim tahmininde gerçekleştirilen toplam eğitim sayısı ise 1773’tür.
Gerçekleştirilen bu eğitimler sonucunda; doğalgaz tüketim veri seti uzunluğunun

elektrik tüketim veri seti uzunluğunun yarısı kadar olmasına rağmen her iki modelde
de en yüksek performans bi-LSTM mimarisinde RMSProp optimizasyonu ile elde
edilmiĢtir.
Doğalgaz tüketim tahmininde 84 veri ile oluĢturulan mimaride gelecek
dönemler için elde edilen tahminlerde 12-20 ay aralığının daha tutarlı olduğu ve
modelin uzak gelecek için performansının zayıfladığı gözlemlenmiĢtir. Elektrik
tüketim tahmininde ise 167 veri ile oluĢturulan mimaride gelecek dönemler için elde
edilen tahminlerde özellikle 24-30 aylık bir tutarlılık söz konusudur. Veri setinin
artması ise tutarlılık zaman aralığını da artırmaktadır. Supply and demand of the energy source on a global scale is an issue that is
constantly encountered as a current problem. Economic sustainability for developed
and developing countries is in parallel with security ofenergy supply. Energy demand
is the beginning of security of the energy supply. Therefore, the estimation and the
management of energy consumption is of great importance at the micro and macro
levels.
Turkey is a developing country views, therefore, as it is supported by
historical data, the energy consumption is increasing. However, due to being a poor
country in energy production, it cannot afford to consume and is highly dependent on
the outside. With this disadvantage, being physically located between energy
suppliers and energy consumers gives the country a geo-strategic position. In
addition, the energy wealth of the Mediterranean Basin has been widely discussed
recently and Turkey can resolve the energy problems with reserves estimated amount
and will have a say in the energy market.
The aim of this thesis globally to trace the path of the energy sector and to
observe the market that energy suppliers and energy demandants come together, to
estimate the demand of Turkey's natural gas and electricity consumption which is the
most important item of the current account deficit, to review predicted values by
addressing the energy outlook in Turkey and to compare the feed forward and
bidirectional-long short term memory (bi-lstm) architectures and optimization
methods which are artificial neural networks used in estimation and try to reach the
most accurate results.
The biggest problem encountered in the study was the data collection process.
I talked with the data processing departments of the institutions and tried to obtain
data from the reports issued by the same and similar institutions. In addition to these
institutions, TURKSTAT data was checked and inter-institutional data conflicts were
observed. Therefore, natural gas data is obtained from Natural Gas department of
Energy Market Regulatory Authority (EMRA); The electrical data is obtained from
Turkey Electricity Transmission Company (TETC). The data range used for training
in natural gas architecture is 84 months, from January 2012 to December 2018 and

electricity consumption data is 167 months, from January 2005 to November 2018.
The actual data that are not added to the architectures to be compared with the
forecast models are 4 months data for natural gas in January/April 2019 and 5
months data for electricity in 2018 December-2019 January / April.
While trying to obtain natural gas consumption data from institutions, it was
informed that past data were not kept fully, and since 2009, due to EMRA has
collected data no inter-institutional data transfer has taken place. So the most
backward data set is import data, import values were included as consumption values
in the study. Especially as Turkey very highly dependent on foreign gas and natural
gas production thought to be effective as the ratio is very low, therefore the import
data are handled as domestic consumption. Turkey natural gas is dependent on the
outside particularly in a high rate of gas production and is thought to be effective
because of the ratio is very low so imports data are addressed as domestic
consumption.
Although there are many algorithms used in artificial neural network (ANN)
architecture, the algorithms discussed in the study are lavenberg-marquardt (LM),
bayesian regularization (BR), scaled conjugate gradient (SCG) and conjugate
gradient backpropagation with Fletcher-Reeves restarts (CGF) for feed forward. And
also discussed adaptive momentum estimation (ADAM), root mean square error
probability (RMSprop) and stochastic gradient descent with momentum (SGDM) for
bidirectional-long short term memory. MATLAb 2019a program was used to obtain
the architectures. At the same time, a new code including feed forward and bi-lstm
architectures was written and ANN trainings were conducted.
In order to achieve the highest performance in the trainings, different layers,
different units and different neuron numbers were tested for each algorithms.
Furthermore, 75% and 80% training ratio, normalization and standardization
methods were used for each prosess. The total number of trainings in natural gas
consumption estimation is 1856 and the total number of trainings in electricity
consumption estimation is 1773. As a result of these trainings; though the length of
the natural gas consumption data set is half the length of the electricity consumption

data set, the highest performance in both models was achieved by RMSProp
optimization in the bi-lstm architecture.
It was observed that the performance of the model for the distant future is
weakened so it was decided that 12-20 months interval was more consistent in the
forecasts obtained for the future periods in the architecture, which was formed with
84 data in the natural gas consumption forecast. In the electricity consumption
estimation, there is a consistency of 24-30 months especially in the estimations
obtained for the future periods in the architecture which is formed with 167 data. So
that it also can be said increasing the data set increases the consistency interval.
