Türkiye’de Asgari Ücret Ve Asgari Ücret Üzerinden Alınan Vergilerin Mali Analizi
Abstract
Asgari ücret, işçinin insan onuruna yaraşır bir düzey de geçimini sağlaması ve
gelir dağılımı adaleti açısından oldukça önemlidir. Aynı zaman da işçinin tek gelir
kaynağı olmasından dolayı kendisi ve ailesinin geçimini sağlayabileceği tek kaynak
durumundadır. Bu yüzden son dönemler de özellikle gündem de yer alan bir
konudur. Fakat gelişmekte olan veya gelişmemiş ülkeler de öneminin daha fazla
olduğu görülmektedir. Bunun nedeni ise özellikle Türkiye açısından bakıldığında
asgari ücret düzeyinde çalışan işçi kesiminin fazla olmasından kaynaklanmaktadır.
Ayrıca asgari ücret işçi kesimi için önemli olduğu kadar ülkede ki ekonomik
etkileri bakımından da oldukça önemli olduğu görülmektedir. Asgari ücret
miktarında meydana gelebilecek bir artış enflasyon, istihdam, büyüme ve ödemeler
bilançosu gibi ekonomik olguları etkilemektedir. Özellikle asgari ücretin istihdam
yönünden etkisinin fazla olduğu görülmektedir. Asgari ücret oranın da yapılacak
yüksek bir artış maliyetlerde artırıcı bir etki meydana getirmesinden dolayı karının
düşmesini istemeyen işverenin işçi çıkarma eğilimine yöneltmektedir. Bu durum ise
istihdamın azalmasına neden olmaktadır.
Bu çalışma da enflasyon, büyüme ve işsizlik olgularının asgari ücret üzerinde
ki etkileri araştırılmıştır. Bu amaçla Türkiye’nin 1984-2017 arasında ki enflasyon,
büyüme, işsizlik ve asgari ücret artış oranları zaman serisi kullanılarak analiz
yapılmıştır. Kurulan modelde asgari ücretteki değişimin nelerin etkilediğini hem cari
dönemde hem de bir önceki dönem deki değerleri dikkate alınarak test sonuçları
sınanmıştır. Çalışmada yapılan granger nedensellik testinde büyüme ve enflasyonun
asgari ücret üzerinde etkisi olduğu sonucuna ulaşılmıştır. Fakat işsizliğin asgari ücret
üzerindeki etkisinin olduğu gibi bir sonuca ulaşılmamıştır. Kurulan modelin % 1
altında olması sebebiyle anlamlı olduğu sonucuna ulaşılmıştır. Enflasyon da bir
önceki dönemde ortaya çıkacak bir artış cari dönem deki asgari ücretteki değişmeyi
pozitif yönde etkilediği görülmektedir. Fakat asgari ücretteki bir önceki dönemdeki
ortaya çıkan pozitif değişim bir sonraki dönemi negatif yönde etkilediği bulgusuna
ulaşılmıştır. The minimum wage is very important for the worker to earn a living well

In addition, it is seen that the minimum wage is very important for the
workers' sector as well as for the economic effects of the country. An increase in the
minimum wage amount appears to affect economic phenomena such as inflation,
employment, growth and balance of payments. In particular, it is observed that the
minimum wage has an effect on employment. It is seen that the minimum wage rate
also causes a high increase in the costs of the employer who does not want the profit
to fall because of the increasing effect on the costs. This situation causes a decrease
in employment.
In this study, the effects of inflation, growth and unemployment on minimum
wage were investigated. For this purpose, the inflation in Turkey in 1984-2017,
growth, unemployment and minimum wage increase rate analysis is performed using
time series. Test results have been tested by considering the effects of minimum
wage change on the installed model both in the current period and the previous
period. In the granger causal test, it was concluded that growth and inflation had an
impact on the minimum wage. However, there is no conclusion as to the effect of
unemployment on the minimum wage. It was concluded that the model was
significant because it was less than 1%. It is observed that the increase in inflation in
the previous period positively affected the change in the minimum wage in the
current period. However, the positive change that occurred in the previous period
was found to have a negative effect on the next period.
