Bosna Hersek’te Eğitim (1751-1905)

Abstract

Bu çalışmada, Bosna Hersek’te 1751-1905 yılları arasındaki eğitim sistemi, eğitim sisteminde yaşanan sorunlar ve bunlara getirilen çözümler incelenmiştir. Balkan coğrafyasının önemli merkezlerinden biri olan Bosna Hersek’te, yaşanan siyasî kargaşanın ve yapılan ıslahat hareketlerinin olumsuz etkilerini ortadan kaldırmak isteyen Osmanlı Devleti, bölgede bir takım eğitim politikaları uygulamıştır. Amaç, eğitimle bu siyasî kargaşaya son vermek ve ıslahatların başarılı olmasını sağlamaktır. Araştırma, arşiv belgeleri esas alınarak yapılmıştır. İlave olarak bu konuda yazılmış kitap, tez ve makalelerden de yararlanılmıştır. Çalışma iki bölümden oluşmaktadır. İlk bölümde Bosna Hersek’in coğrafyası ve tarihi ele alınmıştır. Ele alınan tarihlerde, Bosna Hersek’teki siyasî, sosyal ve ekonomik durumlar incelenmiş ve literatür bilgisi verilmiştir. İkinci bölümde, Bosna Hersek eğitim yapısı, sıbyan mektepleri, rüşdiyeler, idâdîler, sabah mektepleri, medreseler, darüşşafaka, sanayi mektepleri, gayrimüslim mektepleri ve darülmuallim mektepleri ele alınmıştır. Bu okulların eğitimle alakalı sıkıntıları belgeler ışığında incelenmiştir. Bu mekteplerin ders müfredatları ve mevcut derslerin kitap temini konusu ele alınmıştır. Mekteplerde görev yapan öğretmenler, bunların atanması, maaşları ve mektepte çalışan diğer görevliler de tez çalışması içerisinde incelenmiştir.

This thesis aims to investigate the education system, encountered problems and suggested solutions in Bosnia and Herzegovina between the years of 1751 and 1905. Bosnia and Herzegovina is one of the important centre of Balkan States and Ottoman Empire applied some educational politics in this region to remove negative impact of encountered political caos and dictated reforms. The goal is to accomplish its reforms and to terminate the political confusion by using education. The main source of the study is the Ottoman Archives of the Prime Minister’s Office (Başbakanlık Osmanlı Arşivleri). Additionally, recently published books, dissertations and articles related with the topic are used as a reference. The study consists of two parts. In the first part, after a literature review, history and geography of Bosnia and Herzegovina are examined. Political, social and economic conditions of the area are studied within the stated time. In the second part, structure of education system are investigated by analyzing primary schools, junior high schools, high schools, madrasahs, school for orphans (darüşşafaka), industrial schools, schools for non-muslims and male teacher schools (daru’l muallimin). Difficulties associated with education system of these schools are investigated through the archival sources. Curriculums and book providing process of these schools are also have taken into consideration. All teachers and staff of the schools, their recruitment procedures and salaries are also studied.
