Sivil Toplumun Düşünsel Temelleri ve Avrupa Birliği Sürecinde Türkiye'de Sivil Toplumun Görünümü: Sivas'ta Sivil Toplum Kuruluşu Olarak Dernekler Özelinde Bir Çalışma

Abstract

“Sivil Toplumun Düşünsel Temelleri ve Avrupa Birliği Sürecinde Türkiye‟de Sivil Toplumun Görünümü: Sivas‟ta Sivil Toplum Kuruluşu Olarak Dernekler Özelinde Bir Çalışma” adlı bu çalışmada öncelikle sivil toplum kavramı ilişkide olduğu kavramlar ile bağlantısı ortaya konarak açıklanmıştır, ardından sivil toplumun sözcüleri olarak tanımlanan sivil toplum kuruluşları hakkında bilgi verilmiştir. Sivil toplumun tarihsel gelişimini ortaya koymak adına sivil toplumun doğduğu Avrupa‟daki evrimi açıklanmış, sivil toplumun devlet karşısındaki konumu ile farklılaşan sivil toplum tanımları bu konumu savunan düşünürlerin görüşleri ile anlatılmıştır. Avrupa‟dan kuramsal zeminini alan sivil toplumun Osmanlı devleti ve Türkiye Cumhuriyeti devletindeki konumu ifade edilip, Türkiye‟nin 1999 yılından sonra Avrupa Birliği Müktesebatına uymak için sivil topluma dair yaptığı değişiklikler incelenmiştir. Bu süreçte yapılan yasal düzenlemelerin toplum tarafından ne ölçüde özümsendiğini dernekler özelinde ortaya koymak için Sivas ili örneğinde dört derneğe yönelik bir farkındalık anketi yapılıp çalışmanın sonuçlarına yer verilmiştir.

The concept of civil society is explained first in the study “Intellectual Bases of the Civil Society and Outlook of Turkish Civil Society in the European Union Process” by exposing its connection with the concepts it is related to. Then some information is given about Non- Governmental Organizations as speakers of the civil society. It is explained that the evolution of the civil society in the Europe where it was born in the name of putting forward the history of Civil Society; the position of the civil society against the State, changing definitions of the civil society are explained with the views of the thinkers supporting this position. It is stated that the position of the civil society which was institutionally based from Europe in the Ottoman Empire and in The State of Turkish Republic and the changes concerning civil society that Turkey made for corresponding Legal Acquis after the year 1999 are examined. An Awareness Survey is conducted to four organizations in the example of Sivas for exposing how much these legal regulations made in this process are internalized by the society and the results are stated.
