İttihat ve Terakki: Zihniyet Ve Siyaset

Abstract

Osmanlı Devleti’nde Tanzimat Dönemi’nin yarattığı değişim/dönüşüm sonrasında yeni bir zihniyet, farkına varılan ve farkındalık yaratan bir olgu haline gelmiştir. Bu çalışmanın temel amacı, Osmanlı’daki bu yeni zihniyetin, İttihatçı gelenek perspektifinde, felsefi, düşünsel aktörlerini, geleneğin yararlandığı ideolojik referanslar ve düzenlemek istedikleri alanları ortaya çıkarmak ve İttihatçı geleneğin Cumhuriyet sonrası Atatürk dönemi politikalarına, zihniyetine yansımalarına dair çıkarımlarda bulunmaktır. Bu bağlamda İttihat ve Terakki Partisi bir düstura, şiara karşılık olarak İttihatçılık manasıyla ele alınmıştır. Bu düstur ilk olarak, İttihat ve Terakki geleneğinin oluşumunu hazırlayan büyük bir zihniyetin doğuşuyla ifade edilmiştir. Ardından İttihatçıların siyasi yapılanmasıyla, Osmanlı toplumunda anlamsal olarak yeni bir dönüşümün başladığını ve dönemin kendine özgü geleneksel düşünüş ve yaşayış biçiminden, dil, töre ve geleneklere varan toplumsal değer yargıları ve kuralları ile oluşan özellikler bütününe yeni bir medeniyet, yeni bir modernite ve yeni bir yöntem aracılığıyla nasıl politik uygulamalar izledikleri irdelenecektir. Ayrıca İttihat ve Terakki’nin II. Meşrutiyet döneminde siyaset sahasında yönetim mottosu olarak yeni düzen ve düzenlemelerle gölge iktidar yöntemini benimserken kullandığı ortak dil, din, tarih, soy gibi yeni unsurlar çalışmamızda ayrı ayrı vurgulanmaktadır. Son söz olarak Tanzimat sonrası İttihat ve Terakki ile başlayan devlet ve toplum algısının Cumhuriyet ve Atatürk döneminde de hem ideolojik hem de politik miras olarak nasıl ve ne şekilde izlenildiği üzerinde durulacaktır.

In the Ottoman Empire, a new mindset became a phenomenon, which created awareness and was realized, following the change/transition caused by the Tanzimat reform era. The main aim of this work is to determine, in the Unionist tradition aspect, the intellectual and philosophical actors of this new mindset in the Ottoman Empire, reveal the ideological references the Unionist used and areas they wanted to reform and make inferences on the reflections of the Unionist movement to mindsets and policies of post-republican Atatürk period. In this context, the Committee of Union and Progress is discussed in the Unionist way as a consideration of principle or maxim. This principle is firstly expressed with the birth of a great mindset which constituted the tradition of the Committee of Union and Progress. Then it is analyzed that a deep transition started in the Ottoman society, by means of the political structure of the Unionist, how they carried out policy implementations to the whole features which consisted of from the distinctive traditional mentality and life-style of era to the common standards of judgement and rules such as language, morals and traditions. In addition, the factors such as common language, history, religion and ancestry which were used by the Committee of Union and Progress to internalize a shadowing power way in new regulations as polity motto in the political sphere during the second constitutionalist period, are emphasized one by one. Lastly, it is dwelt on that how the state and society perception beginning with the Committee of Union and Progress after the Tanzimat reform era was pursued both ideologically and as a political heritage in the republic and Atatürk period.
