Ulusal Planların Bölgeselleşmesine Yönelik Planlama: Fransız Deneyimi

Abstract

Ülke coğrafyasında dengeli gelişme sağlanması hedefi, ülke ekonomisi için hedef alınan yüksek bir kalkınma hızı kadar önemlidir. Doğal ve toplumsal kaynakların mekan üzerinde dağılımı mutlak anlamda eşitlik arz etmediğinden gelişme de mutlak anlamda dengeli bir süreçten geçmemektedir. Ekonomik ve sosyal gelişme zaman ve mekan bakımından farklılık göstermektedir. Bu durumun doğal bir sonucu olarak, bölgesel gelişmişlik farklarını gidermek isteyen ülkeler kendi ekonomik ve toplumsal yapılarına uygun bölgesel kalkınma planları hazırlamaktadır. Bu çalışmada Fransız bölgesel planlama uygulaması tanıtılmaktadır. Fransa 'da plan bölgelerinin nasıl belirlendiği, bölgesel dengesizliklerin nasıl ortaya çıktığı belirtilmiştir. Bölgesel planlama fikrinin doğuşu, gelişimi, bölgesel dengesizlikleri gidermede ne gibi politikalar uygulandığı, uygulanan politikaların başarılı olup olmadığı ve günümüzde bölgesel dengesizliğin durumu ele alınmaya çalışılmıştır.

Achieving a balanced growth in all the regions of a country is as important as achieving a high growth rate aimed for the national economy. Since there is not an absolute equality in the distribution of natural and social resources on the territory, development does not follows an equitable course. Economic and social development illustrates differences in terms of space and time. As a natural conclusion of this course, the countries want to remove their differences in their regional development levels and, to prepare their own regional development plans suitable for their own economic and social structures. In this article, the application of French regional planning has been discussed. It consists how the planning territories were determined and, the regional imbalances were arisen in France. This study also consists the emergence of regional planning concept, its development and, an overview about what kind of policies were applied in order to remove the differences of regional development and lastly, whether the policies were successful or not for the situation today.
