Akademik Özgürlük Üzerine Bir Değerlendirme

Abstract

Akademik özgürlük tartışmalı ve problematik yüklü bir kavramdır. Akademik özgürlük toplumda yalnızca akademik topluluğa atıfta bulunur. Bu kesim, toplumun diğer katmanlarından, sahip olduğu entelektüel birikim nedeniyle daha özgürdürler. Akademik, özgürlük, üniversite yasanımda bilimsel bilginin üretilmesi, dağılması ve öğretilmesi açısından olmazsa olmaz bir koşuldur. Bu sağlanmadan üniversitelerin bir toplumda ifade ettiği anlam sadece eğitim faaliyetleriyle sınırlı kalacakta. Bu yazıda öncelikle, akademik özgürlük kavramının içeriği tartışılmış ve sonrada ülkemizdeki durumu ele alınmışta.

Academic freedom is always a problematic and vague issue. With these two words, a specific group of people is referred and this group has a special space in a society as its members have or are meant to have academic freedom differing from other members of that society as a result of their intellectual situation. Academic freedom is the first and the most important condition for creation, publication and teaching of scientific knowledge. Without this, what a university means in a society will be limited to educational procedures only. In this paper, firstly the meaning of academic freedom has been discussed and then its situation in Turkey has been examined taking into account three main points: Historical, ideological and economic conditions.
