Türk Kamu Yönetiminde Personel Sorunları Hakkında Ampirik Bir İnceleme (İnfaz Kurumları Örneği)

Abstract

Milenyumun ilk yıllarını yaşadığımız bu günlerde Türk Kamu Yönetimi bir çok sorunla karşı karşıya bulunmaktadır. Bu sorunların en önemlilerinden bir tanesi personelden kaynaklanmaktadır. Yönetim en basit tanımıyla birden fazla insanın belli bir amaç için işbirliği yapma olgusudur. Personel ise yönetim için gerekli şartlan optimum düzeyde bir araya getirip amaçları gerçekleştiren kişidir. Amaçlara ulaşmada en önemli görev personele düşmektedir. Bu düşünceden hareketle bu çalışmada kamu personelinin sorunlarına genel olarak değinildikten sonra özellikle Ceza İnfaz kurumlarında görev yapan personelin sorunları üzerinde durulmaktadır. Araştırmada öncelikle ceza infaz personelinin sorunları tespit edilmiş ve çözüm ile ilgili öneriler getirilmiştir. Bu bağlamda Türkiye'deki btıtün tip kapalı ceza infaz kurumlannda görev yapan personele anket uygulanmış ve sorunların tespitinde doğdan ilgililerin düşünceleri alınmıştır. Anket iki bölümden oluşmaktadır. Birinci bölümde personelin görevi, yaşı, eğitim durumu, kaç yıldır görev yaptığı, vs ile ilgili genel sorular sorulmuştur. İkinci bölümde ise sorunlada ilgili sorular yöneltilmiş ve aınan cevapların hem yüzdeleri alınmış hem de çapraz ilişkiler ortaya konmuştur. Değerendirmede istatistiki paket programından (SPSS) yararlanılmış ve Ki Kare testi uygulanmıştır. Çalışmada personelin verdi~ cevaplara dayanarak onların kendi açılarından konuyu nasıl değerlendirdiği ortaya konmuş ve her bir sorunla ilgili olarak çözüm önerileri getirilmiştir.

In the early years of the millenium, Thrkish Public Adrninistration faces to a lot of problems. One of the most important problem derives from the seaff. The most simple definition of management is the fact that more than one person coorparate for the certain goal. On the other hand staff realizes the goals after bringing together the necessarry conditions at the optimum leveL fn order to reach the goals the most important duty belongs to the staff more than the eonditions such as tools, physieal condilions and fiscal strueture ete. From this point of view. after mentioning the general problems of [he staff there has been emphasized on the problems of the prison staff in Turkey. First of all, the problems of the prison staff have been determined and some proposal~ related to solution has been brought. Related to this explanations a questionaire has been apphed to staff eharged for all kind of closed prison (A,E,K ete) in Turkey. in order to identify the problems the thoughts of the srnff are ex.arnined directly. The questionaire includes two parts in itself. In the first part of the questionaire some general guestions related to the age of staff, the level of education, dutyete. are asked. In the second part some guestions about the problems of the staff are asked too. Both the percantage of the answers and erosswise relations have been examined. To evaluate the answers SPSS program has been used and squares test has been applied. At this study, how to approaeh the subject for themselves has been exarnined by looking at given answers of the staff and suggestions have been brought for eaeh problem.
