OSMANLI SOSYO-EKONOMİK YAŞAMINDA SU: 18. YÜZYILEYALET-İ RUM ÖRNEĞİ

Abstract

“Hayatın kaynağı” ya da “varlığın özü” gibi en değerli sıfatlarıhak eden su, Osmanlı toplumu için vazgeçilmez öneme sahipti. Ağırlıklı olarak tarımsal bir ekonomiye sahip olan ve büyük oranda su kaynaklarının devamlılığına bağlı bir hayat yaşayan Eyalet-i Rum halkı için de su en değerli hazinelerdendi. İçmeden sulamaya,temizliktenişletmelerin çalışmasına kadar pek çok alanda su kullanımı söz konusuydu. Bu çalışmanın amacı Osmanlı coğrafyasının önemli bir bölgesi olan Rumeyaletinde Ahkâm(Şikâyet) Defterleri’ne yansıyan vakalarüzerindensuyunsosyal ve ekonomik yaşamdaki önemine dair çeşitli değerlendirmelerde bulunmaktır. Çalışmada on sekizinci yüzyılın ortalarına isabet eden beş AhkâmDefteri incelenmiştir.

Water which deserves the most valuable adjectives like “the source of life” or “the core of existence” had indispensable importance for the Ottoman society.Water was also among the most valuable treasuries for the Rum Province people who had been living in a life that was depended on the continuity of the water sources. Water had been used in many fields from drinking toirrigation from cleaning to working of workshops. The aim of this studyis to evaluate the importance of waterin the social and economic life via the events recorded in the Ahkâm (Complaint) Registers in the Rum Province which was an important region of the Ottoman geography. Five Ahkâm Registers of the middle of the eighteenth century were investigated.
