Sosyal güvenlik sistemlerinde yeniden yapılanma ve Türk sosyal güvenlik sisteminde neo-liberal dönüşüm

Bu çalışmada, tarihsel arka plan ışığında sosyal güvenliğin gelişim süreci incelenmiştir. Çalışmanın odaklandığı dönem, neo-liberal dönem olarak da adlandırılabilecek olan ve 1970'li yılların ortalarından başlayan dönemdir. Söz konusu dönem, aynı zamanda sosyal güvenlik sistemlerinde de dönüşümün yaşandığı ve halen devam eden bir süreci ifade etmektedir. Neo-liberal dönemde sosyal güvenlik sistemleri, sosyal riskleri tazmin etme noktasında yetersiz kalarak krize girmiş ve kriz nedeniyle sosyal güvenlikte yeniden yapılanma bir gereklilik olarak adeta dayatılmıştır. Bu çalışmanın temel amacı, sosyal güvenlik sistemlerinde reform söylemiyle sunulan dönüşüm sürecinin; genelde dünyada, özelde ise Türkiye'de ne ifade ettiğini ortaya koymaktır. Söylenenler çerçevesinde çalışmada; bahsedilen sosyal güvenlik krizinin nedenleri ve krizden çıkış için ortaya atılan çözüm önerileri tartışılarak dönüşüm sürecinin Türkiye açısından ortaya çıkardığı tablo tespit edilmeye çalışılmıştır. Çalışmada, sosyal güvenlik sistemlerinde gerçekleştirilen dönüşümün, sistemin temel sorunlarının çözümüne yönelik bir müdahaleden ziyade, ağırlıklı olarak neo-liberal anlayışın taleplerinin hayata geçirilmesi kaygısıyla gerçekleştirilen bir yeniden yapılanmayı ifade ettiği sonucuna ulaşılmıştır. In this study, the development process of social security is examined in the light of historical background. This study focuses on neo-liberal period which starts from the midst of 1970s. At the same time, the so-called period reflects the transformation of social security systems and its ongoing process. In neo-liberal period, social security systems went through a crisis by failing to satisfy the social risk compensation and because of the crisis, reconstruction of social security was imposed as a necessity. The main purpose of this study is revealing what the transformation process presented with the discourse of social security reform mean generally in the world and specifically in Turkey. Within this scope in the study, the scene of transformation process from the point of Turkey is tried to be determined by discussing the reasons of social security crisis mentioned before and the solution proposals put forward to overcome the crisis. In this study, it is concluded that the transformation performed in social security systems defines a reconstruction performed with the worry of neo-liberalism demands implementation rather than the interference towards solutions for the basic problems of system.
