| dc.description.abstract | "Emevîlerde Valilik Kurumu" isimli çalışma ile biz İslâm tarihinin erken dönemlerinde kurulan ve merkezi Suriye?nin Şam vilâyeti olarak planlanan Emevî Devleti?nin valilik müessesesini araştırmak istedik. İslâm tarihi sadece siyasî ve askerî olaylar ile önemli şahsiyetlerin hayatından ibaret değildir. Bilakis kuruldukları dönemde çağının ihtiyaçlarına cevap veren ve sonraki medeniyetlere katkılar sağlayan İslâm müesseseleri de araştırılması ve bilinmesi gereken insanlığın ortak miraslarındandır. Bu miraslar araştırıldığında İslâm medeniyetinin meydana getirdiği İslam idare teşkilâtı gün yüzüne çıkacağı gibi askerî ve siyasî olayları meydana getiren amiller daha net anlaşılacaktır. Dolayısıyla İslâm idare teşkilâtını Hz. Peygamber ve Hulefâ-yi Râşidîn?den devralan Emevîler?in valilik kurumunun incelenmesi bir zarurettir.Emevîler kurulduğu dönemde valilik kurumu, belirli kalıplara oturtulmuş değildi. Seleflerince temeli atılmış ancak büyük eksiklikleri olan valilik kurumunu devralan Emevîler, tespit ettikleri eksikliklerin üstesinden gelerek İslâm idari teşkilâtına katkılar sağladılar. Yani onlar valilerin atanmaları, görevleri, denetlenmeleri ve görevlerinin son bulması gibi hususlara yenilikler getirerek valilik kurumunu imparatorluk seviyesine gelen devletin ihtiyaçlarını karşılayacak yapıya kavuşturdular. Bununla beraber göreve gelen valilerden bazılarının teşkilâtçılıkları ve idaredeki farklı uygulamaları ile valilik kurumu olgunlaştırıldı.Kısacası Emevîler valilik kurumuna yeni anlayışlar kattılar. Onların meydana getirdiği anlayışların bazıları kendilerinden sonra gelen devletlerce uygulandı ve hatta günümüzde dahi uygulanmaktadır. | dc.description.abstract | We wanted to research through "The Institution of Governorship in The Umayyads" named working, the Institution of the Umayyads State Governorship which established in early period of Islamic History and its center which planned as the Damascus city of Syria. The Islamic History is not only consisted of the political and military events and the lives of important persons but also it should be researched and known Islamic Institutions which meets the requirements of the era and which contributes the next civilisations, in their which periods; that those are common heritage of mankind. When these heritages investigated, it will be understood very well, the organisation of Islamic administration which produced Islamic Civilisation and the factors which brought the political and military events. Therefore it must be obliged to study the Umayyads Governorship Institution which took over the organisation of Islamic administration from the Holy Prophet and the Rashid Caliphates.In the establishment period of the Umayyads, the governorship institution had no certain models. The Umayyads took over with big deficiencies that the governorship institution which had been laid the foundation by theirs predecessors, in addition to this they overcame the deficiencies which ascetained by them and they made a great contribution the administrative organization. In other words, they brought novelties the rituals such as governors' appointment, inspections and task of ending and they reached a level of meeting requirements that the state which rised an empire. Nevertheless some of governors who came to work developed the governorship institution by theirs organizing and difference. In short, the Umayyads had been contributed new mentalities the Islamic administration organization. Some of concepts which brought into existence by them had been applied by their next states and even the concepts currently being implemented also. Thus it had been needed this study for knowing the administrative organization which founded by them.
