1328-1329 Ders Senesi İhsaiyat Mecmuası Işığında Osmanlı Devleti’nde Eğitim

Abstract

Osmanlı Devleti, her büyük devlet gibi sahip olduğu potansiyel enerjiyi kullanma konusunda, niteliksel gelişmeyi besleyecek niceliksel unsurları harekete geçirmeyi bilmiştir. Bu doğrultuda istatistik ilminin metodlarını; klasik dönemde kendi oluşturduğu normlarla, modernleşme sürecinin yoğun yaşadığı son yüzyılında ise batı tandanslı normlarla devam ettirmiştir. Klasik dönemde ekonomik ve askeri gerekçelerle toplanan sayısal veriler; modernleşme sürecinde yaygınlık kazanarak nüfus sayımları, devlet salnameleri, istatistik yıllıkları olarak kendini göstermiştir. Bu çalışmada; Osmanlı Devleti Maarif-i Umumiye Nezareti’nin yayınladığı istatistik, 20.yy. ilk çeyreğinde ihsaiyat, mecmualarının biri olan 1912-1913 Ders Yılı İhsaiyat Mecmuası incelenmiş, transkripsiyonu yapılmıştır. Mecmuanın içeriği incelenmeden önce Osmanlı Devleti’nde istatistik uygulamalarının klasik devir ile modernleşme sürecinin yaşandığı 19.yy.’da neler olduğu üzerinde durulmuştur. Modern istatistik yapılanmasının ne şekilde gerçekleştiği, bunun eğitimdeki izdüşümünün neler olduğu ortaya konmaya çalışılmıştır. 1912-1913 Ders Yılı İhsaiyat Mecmuası; II. Meşrutiyet Devri’nin eğitim sisteminin ve anlayışının fotoğrafını çekmesi bakımından çok değerlidir. İlköğretim Kurumları olan ibtidaiyelere; Ortaöğretim Kurumları olan darulmualliminler, sultaniler, idadiler ve özel ortaöğretim okullarına; yükseköğretim kurumları olan Darulfünun’a ve diğer yüksekokullara, Müze-i Hümayun ve Kütüphanelere dair veriler değerlendirilmeye tabi tutulmuştur. Eğitim sisteminin ana unsuru olan okullar, öğrenciler ve öğretmenler hakkında istatistikî karşılaştırmalar yapılmıştır.

The Ottoman Empire, like every big state, managed to set the quantitative elements, which were to feed qualitative development, into action when it came to fulfilling its potential energy. In line with this, it continued the methods of the science of statistics through the norms created by it in the classical period and through the norms with western tendency in its last century when modernization process was experienced heavily. The numerical data collected on economic and military grounds in the classical period became widespread and transformed into censuses, governmental yearbooks and annual abstracts of statistics in the modernization period. In this study, the statistics published by the Ministry of National Education of Ottoman Empire, the Journal of Statistics at 1912-1913 Academic Year, which was one of the journals of statistics in the first quarter of the 20th century, is examined and transcribed. Before the content of the Journal is examined, what were the practices of statistics in the 19th century, when the classical age and the modernization process were experienced, are discussed. How the modern statistics structuring is carried out and what is the projection of this on education are tried to be revealed. The Journal of Statistics at 1912-1913 Academic Year is precious in the sense that it takes the photo of the educational system and understanding of the Second Constitutional Period. The data about the iptidaiyes which are primary school institutions; the secondary school institutions such as darulmuallimins, sultanis, high schools and private secondary education schools; Darülfünun which is the higher education institution and other colleges; and Müze-i Hümayun and Libraries was subjected to evaluation. Statistical comparisons between schools, students and teachers that are the main elements of the education system, are made.
