Abstract

II. Abdülhamit Devri Eğitim Islahatlarının Sivas’a Yansıması (1876-1909) başlıklı tez çalışmasının amacı II. Abdülhamit döneminde eğitim alanında yapılan ıslahatları ve bu ıslahatların Sivas’ta uygulanıp uygulanmadığını ve uygulamada ortaya çıkan olumlu ve olumsuz olguları açıklamaya çalışmaktır. Üç bölümden oluşan çalışmanın birinci bölümünde, niçin eğitimde ıslahata ihtiyaç duyulduğunu açıklamak amacıyla, II. Abdülhamit devri öncesi eğitimin ne durumda olduğu genel olarak incelenmiştir. Klasik dönemin başlıca eğitim kurumları olan sıbyan mektebi, medrese ve enderun genel hatlarıyla anlatılmıştır. Devletin içinde bulunduğu askeri kayıplar beraberinde yaşanan ekonomik sıkıntılar devletin eğitim sistemini de etkilemiştir. Bu sebeple ıslahat yapılması ihtiyacı doğmuştur. Batı karşısındaki tutumun değişmesiyle çeşitli kültür unsurlarının bilinçli bir şekilde alınmaya başlandığı Lale Devri’nde Avrupa ülkelerine elçiler gönderilmiş, ticaret, kültür ve sanat hayatı gelişmiştir. Sosyal ve kültürel atılımlar reformlara olanak sağlamış ve ordunun güçlendirilmesi için çağdaş askeri bilgilere sahip subaylara ihtiyaç duyulmuştur. Bu bağlamda yabancı uzmanlardan faydalanılmıştır. Böylece eğitimin ilk olarak askeri kısmı ıslah edilmiş ve askeri okullar açılmıştır. Fakat bunların yeterli olmamasından ötürü Tanzimat döneminde ilk, orta ve yükseköğretim düzeyinde sınıflamaya gidilerek eğitimin daha sistemli olması sağlanmıştır. Mesleki ve teknik okullar ile azınlık ve yabancı okullarının genel eğitim durumu da anlatılmıştır. İkinci bölümde II. Abdülhamit devrinde eğitim alanında yapılan ıslahatlar ve bu bağlamda açılan yeni okullar incelenmiştir. İlk, orta ve yükseköğretim ile mesleki ve teknik okullar, azınlık ve yabancı okulların genel eğitim durumu açıklanmaya çalışılmıştır. Üçüncü bölümde ise daha özele inerek II. Abdülhamit devrinde eğitim ıslahatlarının Sivas’ta uygulanışı incelenmiştir. Sivas o dönemde vilayet olup dört sancaktan oluşmaktadır. Bu sancaklar Sivas, Amasya, Tokat, Şark-î Karahisar sancaklarıdır. Burada sadece Sivas Sancağı ve bu sancağa bağlı kazalar sözkonusudur. Öncelikle Sivas ve kazalarında maarif teşkilatının kurulması ve halkın eğitime bakışı ortaya konulmaya çalışılmıştır. Sonrasında Sivas’ta öteden beri x mevcut olan okullarla birlikte yeni açılan bütün okullar incelenmiştir. Sivas’ta açılan okullar ilk ve orta dereceli olup bunun dışında eğitim ve kültür hayatını ilgilendiren kütüphane, matbaa, gazete gibi kurumlar da incelenmiştir. Ayrıca eğitim ile ilgili mali meseleler bu bölümde belgelerin izin verdiği kadar açıklanmaya çalışılmıştır. Sonuç kısmında ise elde edilen bilgi ve tecrübelere dayanılarak genel bir değerlendirme yapılmıştır.

The aim of the thesis titled “Reflection of Education Reforms in Sivas During The Reign of Abdülhamit II (1876-1909) is trying to explain the reforms in the field of education during the reign of Abdülhamit II and whether they were applied in Sivas and the positive and negative cases that arose in practice. In the first part of the study, which consists of three parts, in order to explain why reforming was needed in education, the state of education before the reign of Abdülhamid II was examined in general. The primary education institutions of the classical period, the Ottoman primary school (Sıbyan mektebi) and the special school in Otoman Palace (Enderun) are explained in general terms. The military losses of the state and the economic problems that accompanied it also affected the education system of the state. For this reason, the need for reform was born. In the Tulip Era (Lale Devri ), where various cultural elements began to be taken in a conscious way with the change of attitude towards the West, ambassadors were sent to European countries, so trade, culture and art life developed. Social and cultural breakthroughs allowed reforms, and officers with modern military knowledge were needed to strengthen the army. In this context, foreign experts were utilized. Thus, firstly the military part of the education was reformed and military schools were opened. However, due to their inadequacy, it was ensured that education was more systematic by going to the classification at the level of primary, secondary and higher education in the Tanzimat period. The general educational situation of vocational and technical schools, minority and foreign schools was also explained. In the second part II. Reforms in the field of education during the reign of Abdulhamid II and new schools opened in this context were examined. The general education level of primary, secondary and higher education, vocational and technical schools, minority and foreign schools were tried to be explained. In the third part, more specially the application of educational reforms in Sivas during the reign of Abdülhamit II was examined. At that time Sivas was a province consisting of four districts. These districts were Sivas, Amasya, Tokat and Şark-î Karahisar. Only Sivas district and towns related to this district were mentioned here. First of all, the establishment of education organization in Sivas and its towns xii and the public's view on education were tried to be put forward. Afterwards, all the newly opened schools in Sivas together with the existing schools were examined. The schools opened in Sivas were primary and secondary schools, and also institutions such as libraries, printing houses and newspapers concerning education and cultural life were examined. In addition, financial issues related to education were tried to be explained as much as the documents allow. In the conclusion part, a general evaluation was made based on the knowledge and experience obtained.
