Türkiye’de Sosyal Belediyecilik: Kayseri Büyükşehir Belediyesi Örneği

Abstract

Ülkemizde yerel yönetim birimi olarak İl Özel İdareleri, Belediyeler ve Köyler vardır. Bunlardan hem idari hem de bütçe açısında en işlevsel olanı belediyelerdir. 1960 Anayasasında “sosyal devlet” kavramının yer alması diğer kamu kuruluşları ve belediyeler için pozitif anlamda bazı değişikliklerin sağlanması hususunda destekleyici unsurlardan olmuştur. 1990’lı yıllardan itibaren önemli yerel yönetim birimlerinden olan belediyelerden bazıları, genel belediye hizmetleri olarak adlandırılan su, köprü, kanalizasyon gibi hizmetlerin yanı sıra halkın sosyal hizmete ilişkin sorunlarını da kapsayan alanlara yönelik hizmet sunmaya, kimisi de sunduğu hizmetlerin kalitesini artırmaya başlamıştır. Son yıllarda belediyeler dezavantajlı gruplar olarak nitelendirilen “kadınlar, çocuklar, engelliler, yaşlılar, yoksullar, bakıma muhtaçlar, kimsesizler, mülteciler”e yönelik çok çeşitli hizmetler sunmaktadır. Halka yakın olan belediyeler sorunların çözümünde bazı durumlarda daha etkin olabilmektedir. Çalışmanın amacı örnek sosyal belediyecilik uygulamalarını tespit etmek ve bu konuda bilinç oluşmasını sağlamaktır. Girişte çalışmanın konusuna, önemine, amacına, kapsamına ve yöntemine yer verilmiştir. Birinci bölümde “Türkiye’de Sosyal Belediyecilik” başlığı altında literatür taraması neticesinde elde edilen bilgiler aktarılmıştır. Bu bölümde ‘sosyal belediyecilik’ denilince akla ne gelmesi gerektiğine ve bazı kavram karmaşalarına ilişkin bilgilerde sunulmuştur. İkinci ve son bölümde ise Kayseri Büyükşehir Belediyesi’nin “sosyal belediyecilik” alanına ilişkin faaliyetlerinden bahsedilmiştir.

There are municipalities,villages and special provincial administrations as a local administration units.The most functional one regarding both administrational and budgetary is municipalities.The concept of ‘social state’ in the constitution of 1960 has been a supportive factor for both public institutions and municipalities with respect to acquiring some positive changes. Since 1990s, being one of the most important local administrations,some municipalities have started to provide infrastructure and superstructure services besides providing services including troubles concerning people’s social work and increasing the standart of these services.In recent years,municipalities have begun to perform services for those who are regarded as disadvantaged ones such as women, children,the disabled ones,elder people, the poor,the aidless, refugees and the orphans. Municipalities having more intimate relations with the public can be more effective in handling some problems. The aim of the study is to determine the social municipality practices and to raise awareness on this subject. Introduction will include the subject, importance, purpose, scope and method of study. The first part delivers former information gained from reviewing the literature under the title of ‘Social Municipality Work in Turkey’. In this chapter, it is also stated that what should come to mind when social municipality is a matter of conversation and information based upon contradiction in terms. What is mentioned in the final and the second chapter is the activities of Kayseri Metropolitan City Municipality regarding ‘social municipality work’.
